CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING
THE PURCHASE OF CRYSTAL BALL OMNI-SITE TELEMETRY
UNITS FOR LIFT STATIONS AND THE 2006 LIFT STATION
REHABILITATION PROJECTS
Introduction
The purpose of this agenda item is to authorize the purchase of
five (5) Crystal Ball Omni-Site Telemetry units for lift stations and
the 2006 Lift Station Rehabilitation Project from Electric Pump of
Bloomington, Minnesota.
History
The proper function of a sanitary sewer system is vital to protect
public health, property and water ways in surrounding areas. New
regulations from the Environmental Protection Agency (EPA) will
be implemented in the next few years to help in the prevention of
sanitary sewer overflows. All collection systems will have a
National Pollution Discharge Elimination System (NPDES)
number in addition to a Capacity Management Operation and
Maintenance (CMOM) system in place. What this means is the
maintenance or improvements completed by staff or outside
vendors will be required to be documented and filed.
In 2004, trying to be responsible and proactive to prevent potential
sanitary overflows and backups from lift station failures, staff
investigated the possibility of using telemetry on the City's
sanitary lift stations. While looking into the possibility of adding
34 lift stations to the City's current Supervisory Control and Data
Acquisition (SCADA) system, the costs of purchasing the
monitoring equipment along with installation was very high. The
estimate provided was over $19,000 per lift station site. Further
investigation was completed on using wireless phone equipment
units which gather lift station information through the internet and
make it available to staff. The wireless SCADA system also calls
out maintenance personnel rather than waiting for residence calls,
notification of alarm sounds or alarm lights.
Staff found two quality companies. The first being Mission
Control through Quality Flow of New Prague; second being
Crystal Ball, Omni-Site through Electric Pump of Bloomington.

monthly service costs. The purchase price of the Crystal Ball
units were $200.00 less per site at a total cost per site of
$2,000.00. The monthly service costs for the Crystal Ball units
were $2.00 less per site, per month.
Current Circumstances
Currently, we have 30 Crystal Ball Omni-Site units in service. All
of these units have been installed in existing lift stations or
rehabilitated stations over the past three years. The Crystal Ball
units are required to be installed by developers as part of all new
lift stations, per the Lift Station Standardization Policy, which is
part of the Public Works Design Manual. The Crystal Ball units
allow staff to monitor 14 digital and 4 analog points for each lift
station. Staff is very satisfied with these Crystal Ball units in both
data acquisition and alarm notification. We have seen a
significant improvement in response time in both general and
emergency repairs.
In 2005, the Crystal Ball Company made substantial
improvements to the units, and upgraded 19 currently City owned
units at no charge, to allow staff to meet standardized equipment
throughout the currently monitored lift stations.
As part of the 2006-2010 Capital Improvement Program, staff
recognized the need for the expenditure of approximately
$20,000.00 for telemetry units for lift stations. This amount is
being funded through the sewer operating fund.
Following through with the City's Lift Station Standardization, staff
would recommend utilizing the current telemetry equipment and
vendor, Crystal Ball Omni-Site, through Electric Pump of
Bloomington, Minnesota. Quotes for the units are as follows:

Consistent with the standardization of the lift station equipment,
there is only one source for this specialty equipment.
The purchase of these items are brought before the City Council
for approval since it is a Capital Improvement Project and derived
from the utility fund.
There are three alternatives for the City Council to consider:
1. Approve a resolution authorizing the purchase of five Crystal
Ball Omni-Site Telemetry Units from Electric Pump of
Bloomington, Minnesota for a cost not to exceed $13,215.00.
2. Deny this item for a specific reason and provide staff with
direction.

RECOMMENDED
MOTION:
A motion and second to approve Resolution 06-XX authorizing the
purchase of five Crystal Ball Omni-Site Telemetry Units from
Electric Pump of Bloomington, Minnesota for a cost not to exceed
$13,215.00.

WHEREAS, The adopted Capital Improvement Program for 2006-2010 has identified the need for
additional telemetry units; and
WHEREAS, To maintain consistency with the Lift Station Standardization Policy, staff recommends
purchasing five Crystal Ball, Omni-Site Telemetry Units from Electric Pump of
Bloomington, Minnesota.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council authorizes the purchase of five Crystal Ball, Omni-Site Telemetry Units from
Electric Pump of Bloomington, Minnesota, with costs not to exceed $13,215.00.
3. The funding for the five units is to come from the Utility Fund.
