1. Initial Issues and Opportunities
The following issues and opportunities were identified based on visits to the farm and
initial research of the area.
The site is Cllil\jUtly abandoned and in need of a planning effort. There are currently no
programmed uses within the project area. Upon talking with the City, there is a general
consensus that the area should contain a heritage/ history of the farm theme.
The site has a lot of potential to be a focal point of the City. It is atop a hill, within
walking distance of downtown, offers great views, has large mature oaks, and has a
variety ofland types.
Some of the programmed uses for the site while still embracing farming history are as
follows:

There is an expressed wish for a community gardening plot within the City. There are
senior apartments within a Y.. mile of the project area.

The site is very close to downtown and has historic features. The site also contains a
variety of land types in a generally small area. There is oak savanna, grassland, oldfield,
and wetlands. Linking these land types by trail could offer visitors an educational

The natural restoration of the site offers visitors a better look on what the land might have

Traffic Issues
Main Avenue is planned to move farther into the Kop property to make room at the
intersection of 160th and TH 13. It will move the east boundary of the park eastward
about 140 feet. There will also be significant grading changes and a retaining wall
structure.
Gateway into Prior lake
A gateway into the City would give a better sense of entry for the visitor. The retaining
wall could be made of an interesting material instead of a uniform block wall. Could we
think of the retaining wall as a sculptural element that acts as a gateway sign into the
city?

2. The Kop Farm Story
This design tells the fictional story of an American farm. Once a working part of
agriculture, the farm has been refashioned year after year to accommodate the growing
City of Prior Lake and the ever-persistent automobile traffic. What sits there today is a
remnant farm with histories involving horses, feed crops, orchards, livestock, and of
course family. These remnants of the past shape the design and use of the farm today.
The Design
The Kop Farm is converted into a historic event venue with community garden space,
pond skating rink, remnant orchards and pastures, and historic relics.
The Event Lawn
The Event Lawn is about 16,000 sq. ft. and has a gentle declining slope northward to the
wetlands. The surface is a mown turf grass. The Event Lawn could accommodate an
outdoor wedding, small concert, family reunions, or simple picnics. This space is
adjacent to a barn structure which serves as shelter to events.
The Barn
The Barn sits on a stone foundation to match the adjacent house's existing foundation.
The barn size is 40' x 60'. It uses a post and beam construction with wood siding and an
asphalt shingle roof. The style of design is consistent of barns constructed in the early
20th century. A loft covers 2/3 of the barn with an area that is open to the barn floor
below. Restrooms could be installed in the barns lower level. Water is piped in using the
existing houses line. Entry to the barn is from the north to get to the lower portion. The
loft entry is from the east at the higher ground near the main parking lot. An internal stair
to the loft is also incorporated. The look and feel of the barn is authentic.
The House
The House is no longer a suitable or safe place to use.
The Windmill
The Windmill is reconstructed to resemble a working windmill of the 20th century. It is
moved a few feet northwest to make space for the farm's entry drive.
Parking
The maximum capacity of the site is capped by the number of cars that park on or near
the site. There are approximately 65 parking spaces within 300 feet ofthe event lawn
and more parking northwest at Lakefront Park.
Due to the relatively compact site, it is very difficult to build a formal parking lot without
completely destroying the farm unique character. The parking issue is solved by the use
of a small gravel parking lot with overflow parking. The overflow parking area looks

informal to the visitor but is specifically designed to hold multiple autos with ease of use.
An orchard camouflages the overflow lot.
Parking for the Skating Pond would be on the Event Lawn with a driveway off of the
main farm entrance.
The Wetland
North ofthe Event Lawn is an existing man-made wetland. An 80' x 120' pond is
excavated from the center of the wetland to make a skating pond in the winter months.
Flood lamps light the pond. There is a metal warming house resembling a farm accessory
building nestled in a remnant orchard. The warming house would be 35' from the
wetland's edge as regulated by the current zoning code.
The Fruiting Orchard
Besides the non-fruiting orchard over the overflow parking area, there is a fruit-baring
orchard located west of the Event Lawn.
The Community Gardens
The Community Gardens is a place for citizens of Prior Lake to come and enjoy
gardening. Plots range from 150 to 400 sq. ft. A fence barrier with one entry gate
encloses the entire gardening area. In the center of the space is a small commons area
with benches, a hose hook-up and a small garden shed. The garden could sell produce at
a local farmers market.

Re: Outdoor Refrigerated Ice
ALL:
Last spring, we spoke briefly about the possibly of installing an outdoor refrigerated sheet of ice. Attached
are three different options for installing a refrigerated surface(s) at Lakefront Park
Using a refrigerated sheet outdoors does make a lot of sense. Most all the suppliers we spoke with claim
they can make ice with an outside air temperature of 40-50 degrees. Based on that information we could start
aking ice in November and run thru the end of March if needed thus extending our outdoors ice and useful
<'1vailability. Rain and Snow would be our only issues.
As we also discussed, if the city was willing to do any of the options we have listed, PLSHA maybe able to
make some annual donations to the City of Prior Lake to help recover some of the expenses for adding a new
sheet as listed in Option A or B or upgrading one of the exsiting sheets as listed in Option C.
The donations would be subject to board and membership approval...... Please also know that the PLSHA
would not be able to make a desission on this project until the PAR Task Force has determined which
direction the Cities and ISD should go towards building a Multi -Sport Complex with indoor ice. After that
determination it is still a bit unclear at this time on what the next step really is once the cities and the ISD have
their information. In any case the amount of the donations (if any) to the city are contingent on the pending
participation of PLSHA in a Multi-Sport Indoor Complex, the PLSHA may not have the financial stamina be
able to do both. The main concentration for PLSHA is getting an indoor complex and that will take precedence
over any out door programs at this time.

Option A: Permanent Concrete Floor with permanent refrigeration system installed. This type of installation would probably
warrant permanent outdoor quality dasher board maintenance free system.
Option B: A portable Mat System that can be installed over any hard flat smooth surface. This type of system requires
installation and removal at the beginning and end of each winter season. Wood boards could be used as well to match
existing rinks. However there these would have to be stored inside during the off season. Typical installation is 40 man
hours to install and 30 man hours to remove.

Enclosed you will find a copy of the 2005 Canoe Rack Assignment Procedures along with a
2005 Canoe Rack Application/Agreement Form. Please complete the application as well as
signing and dating the agreement portion on the back. Return this form along with your check in
the amount of $60.17, or fill out the credit card payment option section. Checks are to be made
payable to the City of Bloomington and mailed to: Parks & Recreation Division; Attn: Sheila;
1800 West Old Shakopee Road, Bloomington, MN 55431.
All canoe racks available will be assigned on a lottery basis. The lottery drawing will be held on
Friday, April 8, 2005. Therefore, all completed applications must be received at the Parks &
Recreation office by 4:30 p.m. on Wednesday, April 6, 2005.
Please pay special attention to the information provided in the paragraphs titled Permits to Bona
Fide Canoe Owners On lv, Removal of Craft at Season's End, and Snecial Notice.
The rate for canoe rack rental for the 2005 season of May 1 sl through October 31 sl will be $56.50
plus tax, which totals $60.17. There will be 48 racks available this season, all located on the
West side of Bush Lake. There are 2 accessible racks available for rental also.
All watercraft used in the City of Bloomington must be registered with the State. This can be
taken care of at the city's Motor Vehicle Department located at 9930 Logan A venue South, or
you may call 952/563-8719 and request an <1-pplication in the mail.

CANOE RACK ASSIGNMENT PROCEDURES
EXCHANGE OF RACKS:
Subject to approval of the Parks and Recreation Manager and to the recording of the reassignment in the
Parks and Recreation office, rack holder are permitted to (1) exchange racks with each other; (2) replace a
canoe with newly purchased canoe provided the new canoe is suitable size for rack; and (3) in the event of
a sale, change the name of the permittee to the new owner. In the event of a transfer of the craft to a new
owner, assignment of rack to the new owner will continue for the current year. Vacated racks will be
reassigned by the Parks and Recreation Division.
APPLICANT
The Bloomington Parks and Recreation Division will recognize only the person whose signature appears
on the Application! Agreement form as being the responsible holder of the canoe rack. At no time may this
individual sub-lease or receive moneys for the use of his leased rack without acquiring authorization from
the Parks and Recreation Manager.
PERMITS TO BONA FIDE CANOE OWNERS ONLY
No permit shall be issued to anyone except a bona fide canoe owner who certifies on the form provided
that the address stated is his legal residence and that the boat to be registered is seaworthy. Suitable
identification of the canoe must be made in the application, including color and manufacturer's number.
Owner must also furnish their Minnesota State Water craft registration number.
However, it is recognized that with the limited number of racks available, it is impractical for a new
applicant to purchase a canoe without some assurance of obtaining a rack assignment. Therefore, if the
applicant submits a letter of intent to purchase a canoe and has this letter verified by the individual or
company from whom he is purchasing the canoe, the applicant will be considered to have status as a bona
fide canoe owner. Upon purchase of the canoe, all information requested must be furnished.
REVOCATION OF PERMIT
Permits for the current year may be revoked in cases where the rack remains unused without sufficient
cause by the permittee for any consecutive 4 week period.
LIFE PRESERVERS
Each crl:lft must carry at least one (1 ) Coast Guard avvlUved safety device per occuoant at all times.
REMOVAL OF CRAFT AT SEASON'S END
All crafts must be removed from the racks no later than October 31. 2005
**SPECIAL NOTICE**
CANOES still on racks after October 31, 2005 may be impounded. A minimum service charge of $50.00
will be required for property owners to reclaim their craft. Also, in order to provide protected storage
space, such impounded crafts will include a minimum fee of $15.00 per month that their craft is
impounded.

ACCEPTABLE WATER CRAFT (Tvoe & Maximum Dimensions)
In addition to canoes, the only other water craft to meet the criteria for use of racks are sailboards or
kayaks.
No water craft may exceed the following dimensions: 20 feet in length, 36 inches in width and 20 inches
in depth.
STATE LICENSE
All water craft used in the City of Bloomington must be licensed by the State of Minnesota, in accordance
with provisions of the Bloomington City Code, article III, Section 5.21.(7)(D), which states that no person
or persons shall have air mattresses, inner tubes, or other inflated articles or flotation eauioment on anv
oark orooertv unless such flotation devices have a Minnesota State Water Craft License. For registration
information call the Minnesota Department of Natural Resources at 296-2316.
SECURING OF CRAFT
It is mandatorY that vour craft be secured bv vour own device to the assilmed rack at BOTH the front and
the reaT. This is to prevent the possibility of the canoe coming loose during high winds. When this occurs,
damage to other canoes could be considered the liability of the rack holder who failed to have his canoe
secured at both ends.
RACK EXCHANGE
The assigned rack must be used for the entire season unless an exchange of racks is approved by the Parks
and Recreation Manager or non-use is reported.
REFUNDS
There will be NO REFUNDS of a canoe rack rental fee.
SUBSEOUENT RENTALS
Canoe rack rentals will not be ongoing from season to season. All applicants must reapply each year.
Forms will be forwarded to users on file as well as to new applicants requesting information. Racks will be
assigned on a lottery basis.
CANOE RACK RENTAL AGREEMENT
This Agreement, made and entered into this day of , 20_, by and
between the City of Orono ("City") and
("Renter") for the purpose of renting space in the canoe rack at Summit Park in the City. The
City agrees to provide Renter with exclusive use of one space on the City's canoe rack at
Summit Park between May 7, 20_ and September 30,20_.
In exchange for this Agreement by the City, Renter agrees to:
1. Pay the City a sum of $40.00. Such sum shall be due and payable prior to use of the
canoe rack space by the Renter.
2. Register his or her canoe with the State of Minnesota.
3. Carry at least one Coast Guard approved flotation device at all times while on
board the canoe.
4. Adequately secure his or her canoe to the canoe rack at both the front and rear to
prevent the canoe from either intentional removal from the rack by anyone but the
owner to prevent inadvertent discoloration of the rack and consequent damage to
other canoes.
5. Secure a policy of insurance adequate to cover any damages caused by use of the
canoe rack or use of the canoe. Affidavit of insurance must be provided.
6. Canoes will be used during daylight hours only.
Liabilitv. Renter further agrees to indemnify and hold harmless the City for any damage
or liability created by Renter's use of the canoe rack or the canoe.
Removal. Renter agrees to remove his or her canoe no later than October 15, or 20_
The City reserves the right to remove and impound any canoe left on the rack after October 15,
20_. In the event that the City exercises this right, Renter hereby agrees to pay a minimum
service charge of $50.00 to reclaim the canoe. Furthermore, in order to provide protected storage
space, Renter also agrees to pay a minimum fee of $10.00 per month for each month that the
canoe is impounded by the City. In addition, the City may remove Renter's canoe from the rack
at any time if such removal is necessary to protect the public health, safety, or welfare. In the
event that the City exercises this right, there will be no charge to the Renter.
Rental to Bona Fide Canoe Owners Onlv. Renter hereby certifies that he or she is
bona fide canoe owner and that the canoe to be registered is sea worthy. Renter also agrees that
his or her rights under this Agreement are not transferable and the space being rented cannot be
sublet without express written permission of the City. Renter also certifies that the canoe is
registered appropriately with the State of Minnesota.
