CONSIDER APPROVAL OF A STATUS REPORT FROM THE HERITAGE
COMMITTEE
DISCUSSION:
Introduction
The purpose of this agenda item is to provide a status report to the city Council
regarding the Heritage Committee.
Historv
The City Council appointed Councilmembers Dornbush and Millar to serve on
the Heritage Committee. The Heritage Committee has met three times.
Current Circumstances
The Heritage Committee spent its first meeting discussing objectives. The
Committee concluded that the three top objectives should include:
1. Kop farm master plan,
2. Heritage celebration, and
3. Historic displays in public buildings.
At the second meeting, the Heritage Committee and staff members met with
Hoisington Koegler representatives to review a draft concept master plan for
the Kop property.
Master Plan
The draft master plan (which will be shared with the Council by HKGI on
March 6) included the following:
· Preservation of a greater portion of the farmhouse.
. Preservation and reconstruction of the windmill.
. Removal of the metal outbuildings
· Relocation of a tradition barn to the property.
. Added trails.
. Added picnic areas.
. Orchard natural turf parking lot.
. Skating pond modification.
. Bonfire pit addition.
· Community garden plot development.
These draft concepts are depicted on a graphic, which will be shared at the
March 6 meeting. The Heritage Committee recommends that it, and the
Park Advisory Committee, conduct a town meeting to receive public input
and recommendations on the concept. The Heritage Committee would
make appropriate modifications to the plan and bring it to the Council for

final approval. Following that, the work contemplated in the master plan
would be incorporated in the Capital Improvement Program.
The town meeting to discuss the master plan is scheduled for Wednesday,
March 15,2006, at 6:30 p.m. at the Lakefront Park Pavilion.
Heritace Celebration
The Committee would like to propose one or more events to celebrate the
history and heritage of the Prior Lake area. Although there is no concrete
plan yet, there are some options. One option is to conduct an event in early
summer 2007 in conjunction with the "grand-opening" of the new police
station and city hall. Another option is a "free standing" event, which would
not be part of another existing celebration. Another option is to have the
heritage celebration be part of our existing events, like Downtown Dazzle or
Lakefront Days. In the case of Lakefront Days, the heritage event could
add a day to the festivities and be incorporated into existing events like the
parade.
The Heritage Committee will continue to refine these concepts, but would
appreciate some feedback from the City Council.
Historic Disolav
The Committee agreed that this item could be delayed until closer to the
opening of the police station and city hall buildings. They also concurred
that community resources like the Scott County Historical Society and long-
standing family representatives like the Muelkens and Smokels could be of
great help in this endeavor.
Conclusion
The City Council should ask any questions, or provide direction as they deem
appropriate to assist the Heritage Committee in completing their future work.
The Heritage Committee is a creation of the Council. The key concern of the
Council is whether the Committee is focusing its work upon objectives the
Council believes to be of a high priority. The Council may wish to provide
comments and direction to help the Committee to accomplish its objectives.
