HomeMy WebLinkAbout5G - Crystal Bay Extension MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: AL TERNA TIVES: RECOMMENDED MOTION: REVIEWED BY: CITY COUNCIL AGENDA REPORT APRIL 7, 2003 5G JANE KANSIER, PLANNING COORDINATOR CONSIDER APPROVAL OF TIME EXTENSION FOR FILING APPLICATIONS FOR FINAL PUD AND PLAT APPROVAL FOR CRYSTAL BAY Historv: On October 7, 2002, the City Council approved a preliminary plat and PUD plan for the Crystal Bay development consisting of 26 townhouse units. The ordinance requires that an application for Final PUD and Final Plat be submitted within 90 days of approval of the preliminary PUD plan and the preliminary plat, unless the applicant requests an extension of the filing date within the 90 days. On January 21, 2003, the City Council approved a 90-day extension to this deadline. In order to meet the new deadline, the applicant was to submit plans by April 8, 2003. Current Circumstances: The applicants have submitted a request for an additional 60-day extension. The attached letter explains the reasons for this request. Issues: The issue here is whether or not to grant the extension. The applicants appear to be working toward filing an application for final PUD and final plat approval. Staff therefore sees no reason why such an extension should not be granted. Approval of the extension would require the applicant to submit the required applications by June 8, 2003. Conclusion: The request for extension was timely and staff has no objection to the extension. 1. Approve the extension 2. The reason for this request is we have experienced many delays from McGhie and Betts Environmental Services. We have been waiting for them to finish all the work in order to submit the information to the City of Prior Lake for final approval. We have come to the conclusion it will be in the best interest for us and everyone else involved to terminate Ollr relationship with McGhie and Betts, We have hired Otto Associales Engineers & Land Surveyors to finish the project. Their office is located at 9 West Division, Buffalo, Minnesota 55313. Their phone number is (763) 682-4727 and our contact is Martin Champion. In the essence of time we feel this change is necessary. We have asked Olto Associates to move quickly in order to obtain final approval and begin development work on the site. We believe all the work should be completed in 30 to 45 days.
