CONSIDER APPROVAL OF A RESOLUTION TO APPROVE PLANS AND
SPECIFICATIONS AND AUTHORIZE STAFF TO ADVERTISE FOR BIDS
FOR JEFFERS POND PARK IMPROVEMENTS AS IDENTIFIED IN THE
2006-2010 CAPITAL IMPROVEMENT PROGRAM
Introduction
The purpose of this agenda item is to approve the plans and specifications and
authorize staff to advertise for bids for the Jeffers Pond Park Improvements as
identified in the 2006 - 2010 Parks portion of the Capital Improvement
Program (CIP). The improvements call for the installation of trails, sidewalks,
basketball court, parking lot, picnic shelter and a play structure at Jeffers Pond
Park.
Historv
Each year the City Council adopts the CI P which involves funding for various
park improvement projects. To ensure that Council is aware of and supportive
of major park improvements efforts, staff is seeking approval of the plans and
specifications and advertisement of bids to install trails, sidewalks, basketball
court, parking lot, picnic shelters and a play structure at Jeffers Pond Park.
Current Circumstances
The following improvement projects have been identified by staff for
construction at Jeffers Pond Park in 2006 within the 2006 - 2010 CIP.
Trails & Sidewalks: As identified in the Comprehensive Plan and the
Jeffers Pond Planned Unit Development (see exhibit A), the trails and
sidewalks will allow for a continuous connection to residential areas, schools,
parks, waterfront and County roads 21 and 42. This improvement includes
both five-foot wide concrete sidewalk and eight-foot wide bituminous trail. This
does not include the area in the Jeffers Trust, which will have a natural wood
chip trail connected to the rest of the park and trail system. Additional trail
improvements for Jeffers Pond Park are included in the 2007 CIP upon
completion of the school site.
Basketball Court: The CIP identifies the construction of a one-half
basketball court at Jeffers Pond Park. The basketball court would provide
benefit for both adults and children to enjoy as it will be equipped with an
adjustable basketball standard to accommodate all age groups. Basketball
courts are widely utilized and enjoyed throughout the City.
Parking Lot: Parking lots provide much needed parking space at City

parks, where the alternative is parking in front of homes in residential areas.
This lot would be a small off-street parking lot for 15 vehicles including one
Americans with Disabilities Act (ADA) accessible parking stall. The purpose of
this lot is to get parking off of Jeffers Parkway.
Picnic Shelter: A picnic shelter is identified in the 2006 - 2010 CIP for
construction at Jeffers Pond Park. Shelters provide an alternative to escape
from the elements for picnics, gatherings and summer playground recreational
activities for children. The proposed shelter design is a prototype prepared by
Oertel Architects in an effort to save money on design and structure
engineering fees. The Parks Maintenance division of Public Works will
construct the shelter.
Play Structure: The play structure that will be installed at Jeffers Pond
Park will meet the ADA Accessibility Standards, and Consumer Product Safety
Commission (CPSC) Guidelines. The new playground equipment will be
modular, meet the most current safety standards, provide accessibility and will
be durable, attractive, and provide equipment for 5 - 12 year olds, as is in all
City neighborhood parks.
The Parks Maintenance crews will complete all grading and preparation work
including placement of resilient surfaces, preparation of base work for curbing,
and complete all landscaping and seeding. The City will contract separately
for the concrete curb placement.
Plans and specifications have been prepared similar to those in 2005 and are
available for review at the Public Works facility. The vendor who meets the
selection criteria, offers the best design and is the lowest bid will be awarded a
contract.
ISSUES:
The plans and specifications for trails, sidewalks, basketball court and parking
lots are typically not complicated as it is easy to quantify the lengths of trails
and sidewalks, and the quantities needed for their construction.
Design for the trails, sidewalks, basketball court and parking lot are done in-
house as a cooperative effort between Parks Maintenance and Engineering.
The specifications for the picnic shelters is a prototype of the shelters
constructed the past five years.
Additionally, the plans and specifications prepared for the play structure will be
consistent with speCifications used in 2005, identifying the material, size, and
number of play events and accessibility locations.
FINANCIAL
IMPACT:
The total estimated costs for the projects are as follows:

The funds for these projects will be drawn from the Capital Parks Fund portion
of the CIP which consists of funds dedicated by development for new City
parks. The total estimated costs for the projects will be $225,000. The total
ear marked in the 2006 year of the CIP for Jeffers Pond Park is $190,000.
The total allotted in the 2006 CIP is $280,000 for the Jeffers Pond, Stemmer
Ridge and Northwood Meadows Parks. Because the Stemmer Ridge and
Northwood Meadows Parks are not ready for improvements this year, more
funds are being put towards the improvements at Jeffers Pond Park at this
time. In the 2006-2010 CIP the Jeffers Pond Park and associated CR21 Trail
Improvements were spread over 2 years. A portion of those improvements
has been accelerated to 2006.
ALTERNATIVES:
The alternatives are as follows:
1. Approve a resolution approving plans and specifications and
authorizing staff to advertise for bids for trails, sidewalks, basketball
court, parking lot, picnic shelter and play structure at Jeffers Pond
Park.
2. Table this agenda item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with
direction.

WHEREAS, The following park improvements for Jeffers Pond Park are scheduled for construction
as identified in the Capital Improvement Program:

WHEREAS, The total estimated cost of the improvements is $225,000; and
WHEREAS, The City of Prior Lake is committed to providing trails, sidewalks, parking lots and other
park amenities in accordance with the Comprehensive Park and Trail Plan; and
WHEREAS, Trails and sidewalks are an essential link between neighborhoods and business areas
and parks; and
WHEREAS, Parking lots provide off street parking for park users and reduce congestion of City
streets; and
WHEREAS, Basketball courts provide residents of all ages the opportunity to enjoy City parks; and
WHEREAS, Playgrounds provide for physical and mental stimulation and are considered a high pri-
ority in the development of the Prior Lake Park System; and
WHEREAS, The City's Capital Improvement Program scheduled this construction in 2006 and allo-
cated funds;
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council approves the plans and specifications for trails, sidewalks, basketball court, park-
ing lot and a play structure at Jeffers Pond Park as identified herein and authorizes advertisement
of bids.
3. Funds for such purchases should be drawn from the Capital Parks Fund.
