Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA #: PREPARED BY: MARCH 20, 2006 10E AL FRIEDGES, PARKS AND FLEET MAINTENANCE SUPERVISOR CONSIDER APPROVAL OF A REPORT REGARDING A REQUEST FOR INSTALLATION OF A PATIO AREA AT THE PONDS ATHLETIC COMPLEX AND FOR INSTALLATION OF A SIDEWALK ALONG WILDWOOD TRAIL AGENDA ITEM: DISCUSSION: Introduction This agenda item addresses two requests for park improvement projects at The Ponds and Woods at the Wilds. Historv The Ponds: On September 19, 2005, the City Council approved a resolution accepting bids and awarding the contract for the construction of concessions / restroom building additions and remodeling at The Ponds Athletic Complex. This project includes expanding the concessions room and upgrading the restrooms (including ADA compliance) at the existing facility. The total project cost is $137,000 to be provided from the Capital Park Fund. The City has entered into contracts for each of the following aspects of the project: concrete, masonry, carpentry, hardware and doors, tile, mechanical and electrical systems. City staff is completing the demolition, grading, utility hook-ups, painting/staining and roofing, as a cost-savings measure on the overall project. During grading, additional material was brought in to provide a level area surrounding the concession / restroom structure. Previously this 4,400 square feet area had sloped away from the building and was unusable for seating. This level area could now be utilized as a patio area for park visitors. Woods at the Wilds: In October of 2005 City Staff received a petition from the Woods at the Wilds neighborhood requesting a play structure. Prior to that petition staff had received several calls regarding installation of a sidewalk along Wildwood Trail to the park. The only access to the park and the neighborhood bus stop is along Wildwood Trail. Current Circumstances The Ponds: As the facility renovations at The Ponds Athletic Complex are currently under construction, now is the opportune time to install a hard surface patio. This would provide a much needed seating area for picnic tables and grills to be used by residents and all who visit the complex during athletic events. The total cost of placing the 4,400 square feet concrete patio area would be approximately $15,000. The Prior Lake Athletics for Youth (P.L.A.Y.) organization has agreed to provide $5,000 towards pouring a concrete slab in this area. Staff has reviewed the roadway configuration and site lines on Wildwood Trail and recommends that prior to any additional improvements in the park that a sidewalk be installed to serve the park and bus stop. Wildwood Trail is the only access to this 45 lot subdivision. Installation of a sidewalk on the north side of the road would also require the installation of a small retaining wall because of grades in the area. The combined cost for 1,380 lineal feet of five- feet-wide concrete sidewalk and 200 lineal feet of keystone retaining wall is estimated at $30,000. Staff also recommends the play structure be included in the 2007-2011 CIP for construction in 2007 which will be considered by the Council in May. ISSUES: The Ponds: Timing is a key issue with the patio area at The Ponds Athletic Complex. The facility is currently undergoing renovations and the 4,400 square feet patio area has already been graded. Also at this time, P.L.AY. is offering to contribute $5,000 towards the approximate $15,000 total project cost. Woods at the Wilds: Residents have contacted City staff about a sidewalk along Wildwood Trail from Wilds Parkway to Timberwolf Trail and petitioned for installation of a play structure at the park. Staff feels that the sidewalk should be constructed in 2006 to provide safe access to the park prior to installation of a play structure. None of these improvements are identified in the 2006-2011 CIP, however staff feels these improvements would benefit residents and are justified Capital Park Fund expenditures. Additionally the partnership with P.L.AY. offers the City an opportunity to reduce project costs. Because staff has delayed improvements to the Stemmer Ridge and Northwood Meadows Parks until the sites are ready, funding is available in the CIP for 2006 for these improvements. The City's fee study for the Capital Parks Plan anticipated improvements such as these. While not specifically listed it was anticipated that the City would review the fee study every 2-3 years and compare it to the CIP to ensure funding is available and developments are not being overcharged. Based on recent discussions with the Council regarding park land versus dedication fees staff has adjusted the proposed 2007-2011 CIP which will be reviewed in May by the Council to anticipate actual land dedication and fees generated based on current development patterns. Based on that analysis staff feels the funding for these improvements is available at this time. FINANCIAL IMPACT: The Ponds: Funding for the concrete patio area at The Ponds Athletic Complex would come from the Parks portion of the CIP in an amount not to exceed $10,000. P.L.AY. would provide an additional $5,000 towards the completion of this project. Based on staff recommended changes to the CIP in 2006 funding is available. Based on staff recommended changes to the CIP in 2006 funding is available. 1. Approve a resolution authorizing expenditures for installation of a concrete patio area at The Ponds Athletic Complex. 2. Approve a resolution authorizing expenditures for installation of sidewalk along Wildwood Trail and directing staff to include installation of a play structure in the CIP for 2007 or thereafter. 3. Table this agenda item for a specific reason. 4. Deny this agenda item for a specific reason and provide staff with direction. Alternatives #1 and #2. The recitals set forth above are incorporated herein. 2. The expenditure for installation of a concrete patio area at The Ponds Athletic Complex is hereby authorized in an amount not to exceed $10,000. 3. Funds for such purchases should be drawn from the Capital Parks Fund. 4. We know that they are made up of families with young children. ~ We are quite sure they will also support the "kid friendly" park. ~ We also would like to request an expedited expenditure of city park funds to facilitate this being built in the year 2006. > We would like to see our investment in the city returned to the residents.
