AGENDA ITEM: OATH OF OFFICE FOR POLICE OFFICER MARKUS MURPHY.
PRESENTATION: Markus Murphy has successfully completed the City's recruitment and selection
process and was hired to fill a police officer vacancy on April 1, 2003. Markus is
originally from Fairmont, Minnesota. He holds a Bachelor of Science degree in
Criminal Justice / Law Enforcement from Winona State University. He has
completed his law enforcement skills training through the Center for Criminal
Justice and Law Enforcement in St. Paul.
Prior to joining the Prior Lake Police Department, Markus worked full-time for the
Winnebago Police Department in Winnebago, Minnesota. He has two years of
experience there. Markus also worked as a part-time police officer for the Tri-City
Police Department, the Blue Earth Police Department and the Faribault County
Sheriff's Department.
Mayor Haugen will administer the attached oath to Officer Murphy.

AGENDA ITEM: ANNUAL CLEAN-UP DAY
PRESENTATION: For the past 14 years, the City of Prior Lake has organized and sponsored a clean-
up/recycling day. This program has allowed residents of Prior Lake, Spring Lake Township
and Credit River Township to recycle or dispose of many recyclable materials, including:
old batteries, appliances, tires, scrap metal, brush, and yard waste. This year's Clean-Up
Day is planned for Saturday, April 26th, 2003 at the Prior Lake High School from 8:00AM to
12:00 noon. As a separate item under the consent agenda, the Council will have
considered approval of a recycling grant agreement with Scott County to help fund this
year's clean-up day.

PARK DEDICATION STUDY UPDATE (Greg Ingraham)
The 2020 Vision and Strategic Plan emphasizes the importance of fiscal
responsibility. One of our 2003 objectives is to examine the City's park dedication
fee to assure it is sufficient since it is the key funding source required to build the
City's park system.
Ingraham & Associates evaluated the Park Dedication Fee some years ago and
updated that study earlier this year. Greg Ingraham will outline the methodology
of his study, the findings and recommendation. As a separate item under New
Business, the Council will consider modification of the park dedication fee in
accordance with the study recommendations. Attached is a summary of Mr.
Ingraham's presentation.

Prior Lake Park Dedication Review and Update
Purpose of the Update
~ Update the park dedication fees to reflect current park and trail
needs, and park land and construction costs.
~ Assure that new development pays only the fair share amount or
dedicates land that is needed for its park and trail needs.
~ Retain the rationale nexus (reasonable relationship) and prepare
recommendations for park and trail fees and funding.
Update Process
Review and update the assumptions and data used to calculate the fair
share park dedication fees.
. Update Prior Lake Park and Trail Plan.
. Determine current land costs.
. Determine park & trail construction and land acquisition costs.
. Assign proportional share of new park needs to new growth and
existing development.
. Assign proportional share of new park needs between residential
and commercial-industrial growth.
. Calculate fair share cash park dedication fee recommendations.
. Compare to other similar communities fees.
. Compare land and cash dedication options.
. City staff and developer review.
. City Council adoption.

Recommendations
1. Revise the park and trail dedication fee to 52,670.00 per new
residential unit and 55,000.00 per acre of new commercial-
industrial development
2. Revise park land dedication to be based on net land area instead
of gross acres.
3. Fund existing projects and projects designed to meet current
needs through the existing park fund balance and general fund.
4. Evaluate and adjust park and trail dedication fees every two
years.
