AWARDING A CONTRACT FOR THE CITY HALL AND POLICE STATION
STREET LIGHTING

Introduction
The purpose of this agenda item is to award a contract for installation of street
lights at the new City Hall and Police Station.
History
On September 19, 2005, the City Council awarded a contract for construction
of the City Hall/Police Station to Shaw Lundquist. In accordance with the
recommendation from the owners representative and the building committee
this contract did not include the following items:
a) Telephone & Communications System
b) Audio & Video System
c) Furniture
d) Security Card Access System
e) Street Lights & Streetscape Appurtenant Items
f) Overlay of Dakota Street and Arcadia Avenue
g) City Hall & Police Station Landscaping
As part of the overall project budget of $13.5 million the City anticipated
bidding these items separately to get the most competitive prices.
Street lights are needed on Dakota Street and Arcadia Avenue to facilitate
safe vehicular and pedestrian traffic/access to the facilities. The proposed
street lights are identical to those installed as part of the 2004 downtown
reconstruction project.
On March 6, 2006 the City Council authorized advertisement for bids for street
light installation.
Current Circumstances
In accordance with City purchasing guidelines for contracts over $50,000.00,
City Staff advertised for bids. On March 28, 2006, the City received bids for
the installation of street lights associated with the new City Hall and Police
Station project. One bid was received from Infrasource in the amount of
$62,800.00.
The City did not expect to receive more than one or two bids as the number of
contractors who complete this type of work in the metro area is very limited.

Most of the City's street lights are installed directly by the power company or
their subcontractors. This project is in the Xcel service area; however, in 2004
Xcel stopped installing these types of lights transferring the majority of their
lighting interests to Infrasource. The City has, however, specified a light style
that allows at least three manufacturers to provide competitive pricing.
Infrasource previously completed the 2004 Downtown Reconstruction project
street lighting. Based on the low bid amount and previous project experience
City Staff recommends award of the City's Standardized Construction Contract
to Infrasource in the amount of $62,800.00.
The estimated cost for the street light installation of $75,000.00 was based on
quotes submitted to the City in December 2005. The low bid received was in
the amount of $62,800.00. The price reduction from the December quote was
due to relocation of the power feed point and reduced wiring costs. This
amount is available in the budget for the Police Station and City Hall.
1. Approve a resolution accepting the bids and awarding a contract for the
City Hall and Police Station street lighting to Infrasource in the amount of
$62,800.00.
2. Deny this agenda item for a specific reason and provide staff with direction.
3. Table this item to a certain date in the future.

ACCEPTING BIDS AND AWARDING A CONTRACT FOR
THE CITY HALL AND POLICE STATION STREET LIGHTING

WHEREAS, The City Council approved a project budget of $13.5 million for construction of the new
City Hall and Police Station; and
WHEREAS, To get the most competitive prices and conform with state statute and the City's
purchasing policy, the City bid the street lights separately; and
WHEREAS, The street lights are necessary to provide safe access and use of the City Hall and
Police Station by the public and to extend the downtown streetscape; and
WHEREAS, One bid was received, opened, and tabulated according to law; and
WHEREAS, The following bid was received complying with the advertisement:

NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are hereby authorized to enter into the City's standardized contract
with Infrasource in the amount of $62,800.00 for installation of the City Hall and Police Station
street lighting.
3. The funding for the street light installation shall come from the City Hall and Police Station building
fund.
PASSED AND ADOPTED THIS 3rd DAY OF APRIL 2006.
