HomeMy WebLinkAbout9B - 2003 Improvement Project MEETING DATE: AGENDA #: PREPARED BY: REVIEWED BY: AGENDA ITEM: April 7, 2003 9B LARRY POPPLER, ASSIST ANT CITY ENGINEER SUE MCDERMOTT, CITY ENGINEER CONSIDER APPROVAL OF A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR STREET RECONSTRUCTION FOR 2003 IMPROVEMENT PROJECT (CITY PROJECT #03-11) DISCUSSION: Historv Proposed street reconstruction improvements to Condons Street, Hope Street, Mitchell Circle, and l50th Street (Project #03-11) are included in the approved 2003 Capital Improvement Program. Resolution 03-22 ordering preparation of plans and specifications for the projects was approved by the City Council on February 18, 2003. Public Informational Meetings were held on January 28, 2003 and January 29, 2003 to provide affected property owners an opportunity to discuss the project. A Public Hearing was conducted on February 18, 2003. A second open house meeting was held on March 26, 2003. City staff was in attendance to answer questions from the public. All of these meetings were well attended. Current Circumstances This project includes storm sewer, sanitary sewer, water main, concrete curb and gutter, aggregate base, bituminous surfacing, and appurtenant work. The engineer's construction cost estimate is $2,037,892. Indirect costs are estimated at 26%, and include engineering (17%), administration (5%), and financing (4%) for a total estimated project cost of $2,367,382. The width of Condons Street is designed to be twenty-four feet wide instead of twenty-eight feet, due to available right of way. 2. Existing driveways on Condons Street are close together so surmountable curbing is designed instead of barrier curbing. 3. The street light at the intersection of Hope Street and Mitchell Circle will be relocated, but residents are deciding whether they want to pay for a new street light at that location. 4. The speed of vehicles on 150th Street. Reducing the width of 150th Street may help the overall speed of vehicles. 5. The type of street lights on 150th Street. Staff is proposing the shoe box style as 150th Street is a Collector Street. 6. Location of the sidewalk on 150th Street. The sidewalk was relocated, in the proposed design, to the north side of 150th Street. This was done to minimize the amount of retaining walls and to avoid utilities. With the exception of the street light at Hope Street and Mitchell Circle, which is the responsibility of the residents, all of the issues have been addressed. The estimated assessment rate for this project based on the Feasibility Report is $5,209.07 per unit for Condons Street, Hope Street, and Mitchell Circle ($13,022.67 per unit for 100%). The assessment rate for 150th Street based on the Feasibility Report is $6,873.31 per unit. Conclusion The staff will provide a brief summary of the plans and specifications. The staff believes it is appropriate for the City Council to approve project plans and specifications and authorize solicitation of bids for the 2003 Improvement Project #03-11, Condons Street, Hope Street, Mitchell Circle, and 150th Street. Savage recently received very competitive bids for a street reconstruction project. The actual special assessments will be based upon actual project costs as determined by the bids. If the Council has concerns about the bids, they could deny the award of the project. FINANCIAL IMPACT: The total cost of this year's projects are estimated to be $2,367,582 and will be recovered through special assessments, Collector Street, Sewer & Water, Water Quality, and Trunk Reserve funds in addition to tax levy for bond repayment. The table below outlines the project costs based on the engineer's estimate. Motion and second adopting a resolution approving plans and specifications for Project #03-11, 2003 Improvement Project, including Condons Street, Hope Street, Mitchell Circle and 150th Street and authorizing advertisement for bids. , 5w ~C O~-ff- REVIEWED :Br'" RESOLUTION 03-xx A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING THE ADVERTISEMENT FOR BIDS FOR 2003 IMPROVEMENT PROJECT #03-11 FOR THE CITY OF PRIOR LAKE, MINNESOTA MOTION BY: SECOND BY: WHEREAS, pursuant to Resolution 03-22, adopted on February 18, 2003, the City Engineer has prepared plans and specifications for the street and utility improvement. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that 1. Such plans and specifications, a copy of which is attached hereto and incorporated herein by this reference, are hereby approved. 2. The City Manager shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids for the making of the improvement pursuant to the attached plans and specifications. The advertisement shall be published not less than 21 days prior to bid opening, shall specify the work to be done, and shall state that the bids will be received by the City Manager until 2:00 p.m. on Friday, May 9, 2003, at which time the bids will be publicly opened at City Hall at 16200 Eagle Creek Avenue SE by the City Engineer. No bids will be considered unless sealed and filed with the City Manager and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City of Prior Lake in the amount of five (5) percent of the amount of such bid. 3. The City reserves the right to reject any and all bids for any reason as determined solely by the City. Passed and adopted this 7th day of April, 2003.
