PUBLIC HEARING ON PART 1 OF THE CITY OF PRIOR LAKE WELLHEAD
PROTECTION PLAN
DISCUSSION:
Introduction
The purpose of this agenda item is for the City Council to hold a public hearing
and accept comments on part 1 of the Wellhead Protection Plan.
Historv
The State of Minnesota requires cities that use groundwater for their public
water supply to develop plans to protect them from contamination to the
aquifer from which their wells draw water. The contaminants the City's must
protect our groundwater sources from range from household chemical spills to
terroristic acts. The process of developing these plans is known as the
Wellhead Protection Plan and includes two parts.
Part 1 of this plan includes the following:
1) Delineation of the area of the aquifer from which the water-supply wells
draw water known as the wellhead protection area (WHPA).
2) Identify the area encompassing the WHPA that will be managed by the
City known as the drinking water supply management area (DWSMA).
Part 2 of this plan includes development of management strategies to protect
the aquifer within the DWSMA identified in Part 1.
On November 28, 2005 the City of Prior Lake received approval on part 1 of
our wellhead protection plan from the Minnesota Department of Health (MDH).
Current Circumstances
The MDH approval requires the City to hold a public meeting to review the
results of part 1. Attached for your review are maps that show the WHPA and
DWSMA.
The City will be meeting with the MDH in April to begin part 2 of the Wellhead
Protection Plan which will deal with specific strategies and procedures
necessary to protect the areas identified in part 1 of the plan.
ISSUES:
There are no issues at this time, however as the above referenced maps
demonstrate the City will need to work closely with the Shako pee

River Township on the plan. The SMSC are very proactive in wellhead
protection and environmental protection. They employ a full-time groundwater
specialist and City staff does not anticipate any issues working with them or
either of the townships.
FINANCIAL
IMPACT:
Part 1 of the plan was funded by the 2004 and 2005 operating budgets. The
2006 operating budget includes $25,000.00 in funding for part 2 of the
Wellhead Protection Plan.
ALTERNATIVES:
1. Accept and file the report.
2. Deny this agenda item for a specific reason and provide staff with
direction.
3. Table this item to a certain date in the future.
RECOMMENDED
MOTION:
Staff recommends alternative number 1.
