CONSIDER APPROVAL OF A RESOLUTION ACCEPTING BIDS AND
AWARDING A CONTRACT FOR DOWNTOWN ELECTRICAL SERVICE
CONNECTIONS
DISCUSSION:
Introduction
The purpose of this agenda item is to award a contract for reconnection of
electrical services after burial of overhead power.
Historv
On December 19, 2005, the City Council authorized Xcel Energy to proceed
with burial of overhead power lines down Hastings Avenue terminating at Kop
Parkway along Main Avenue. The attached map shows the project location.
At the same meeting, the City Council authorized the advertisement of bids for
the reconnection of electrical services associated with the burial. Because this
request was made by the City, Xcel Energy requires the City to complete
reconnection of the electrical services to commercial properties once the burial
is completed. Xcel will complete the reconnection of any residential services
associated with the burial. Because reconnection of commercial services can
be complicated and requires substantial coordination with business, Xcel does
not complete this type of work. The City previously completed similar work in
2004 for the Downtown Reconstruction Project. The City set aside $74,000
from that project to complete the electrical service reconnection work for
Hastings Avenue. This work was delayed due to some level of service
questions raised by the City with Xcel on that project. Xcel addressed the
City's questions regarding service levels during the 2005 construction season.
Xcel continues to work with the City to ensure customer service issues are
addressed appropriately.
Current Circumstances
In accordance with City purchasing guidelines for contracts over $50,000.00,
City Staff advertised for bids. On April 11, 2006, the City received bids for the
reconnection of electrical services associated with the burial of power along
Hastings Avenue. One bid was received from Vesely Electric in the amount of
$ 72,817.00.
Considering the City's previous experience with the downtown electrical
service reconnections and the complex scheduling needs of this type of work,
the City feels fortunate to have received any bids for the work. This work
involves a substantial amount of coordination with Xcel and the businesses.
Because each business has different operation hours, coordination of power
transfer and electric needs means service connections at all hours and
numerous interruptions to the work schedule. The City extended the bid

submission period once as no bids were received during the initial bid period.
The one bid received meets the budget programmed for the improvements.
Vesely Electric has completed several projects for the City including the 2004
downtown electrical service project so they have direct experience in the type
of work to be completed.
The project also includes authorization of $3,000.00 for concrete and
bituminous materials for work to be completed by City crews during the project.
By utilizing City staff who will be working on Hastings Avenue alley
improvements north of Dakota Street the City will minimize restoration costs.
FINANCIAL
IMPACT:
The total project cost of $75,817.00 is slightly over the amount budgeted in
2004 for completion of the Hastings Avenue power burial. The funds to
complete the project are available in the construction fund.
ALTERNATIVES:
1. Approve a resolution accepting the bids and award a contract for the
electrical service connections to Vesely Electric in the amount of
$72,817.00 and authorize staff to expend up to $3,000.00 for bituminous
and concrete repairs associated with the service connections.
2. Deny this agenda item for a specific reason and provide staff with direction.
3. Table this item to a certain date in the future.

ACCEPTING BIDS AND AWARDING A CONTRACT FOR
THE DOWNTOWN ELECTRICAL SERVICE CONNECTIONS

WHEREAS, The City Council approved $74,000.00 in 2004 as part of the Downtown Reconstruction
Project final costs for the reconnection of electrical services on Hastings Avenue as
part of the Xcel Overhead Power Burial project; and
WHEREAS, In accordance with state statute and the City's purchasing policy, the City bid the
electrical service connection services; and
WHEREAS, The electrical service connections are required as part of the Xcel Overhead Power
Burial Project approved by the City Council in December of 2005; and
WHEREAS, One bid was received, opened, and tabulated according to law; and
WHEREAS, The following bid was received complying with the advertisement:

WHEREAS, Restoration of bituminous pavement and concrete sidewalk will be completed by City
Staff for a cost not to exceed $3,000.00.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are hereby authorized to enter into the City's standardized contract
with Vesely Electric in the amount of $72,817.00 for reconnection of electrical services associated
with the Hastings Avenue Overhead Burial Project.
3. City Staff is authorized to expend up to $3,000.00 for bituminous and concrete associated with
restoration of the electrical service areas.
4. The funding for the project shall come from the Construction Fund.
