Prior Lake, MN 55372-1714 MEETING DATE: TO: FROM: SUBJECT: April 17, 2006 (\J:y The Mayor and City Council \ Frank Boyles, City Manager ' APRIL 17 WORK SESSION DISCUSSION DISCUSSION: Introduction The purpose of this work session is to receive input from the Council regarding the desired use for the resource center after the dance studio moves out. Historv The City built the Library/Resource Center in 1997. Since its construction, this building has been the location of the dance studio. Dawn SChulberg, who owns Premiere Dance studio, has decided to build her own building. It is anticipated that the building (to be located at 4616 Colorado) will be completed by the end of this year. The City has a three-year lease with Premiere Dance that expires June 30,2006. It is expected that this lease would be extended on a month-to- month basis until the new dance studio is ready for occupancy. Current Circumstances The dance studio represents a significant revenue stream to the City. In 2006 (July 1, 2005, to June 30, 2006), Premiere Dance paid the City $4,688 per month ($56,256 per year) for use of the 4,634 square feet ($12.14 per square foot per annum). In addition, the City receives 26% of the common-area cost ($8,495 per year) for a total annual revenue of $64,751. The City Council should provide direction regarding the type of use for which they would like the space being vacated by dance studio to be used. In the last few weeks, we conducted an informal survey on our Website. Eleven individuals responded, some with multiple suggestions. The responses propose the space be used as follows: Senior Center 6 Teen Center 4 Meeting Rooms 1 Kinkos 1 Art Center 1 Dance Studio 1 In addition to these suggestions, we have been contacted by the Chaska School of Music and the YMCA. Both have suggested that the building be used for their purpose, albeit they would not pay anywhere near the lease amount the City presently receives. www.cityofpriorlake.com ,~,~=;[ ,~: CC ~ -cs 'S~i-S sPh'(::,Re::~.44 7.4230 / Fax 952.447.4245 ISSUES: The problem with all of the above proposals is that none of them will provide a revenue source comparable to the dance studio lease. Therefore, some portion of the budget will need to subsidize these efforts. If a teen center or senior center were to use the space, there is likely to be additional City expense to acquire furniture and subsidize programs. Moreover, if the teen center were a coffeehouse, we might negatively impact City Perks. The City Council should consider how important the lease income is. If it is important, then the types of occupants for the space may be limited to private businesses that would have more resources. If the lease amount is not the primary criteria, then the Council should provide direction regarding the most desired occupancy of the building, and how we should fund the revenue reduction. !:\cc)ur~C!L\VVORK S~SSi()r\JS"DL 1705 '"8 space _)iJ",; Your Voice Question: Premiere Dance Academy plans to move out of the Prior Lake Library/Resource Center and into a new facility on Colorado Street later this year. How would you like to see the dance studio space utilized after Premiere Dance Academy moves out? The Resource Room is a perfect venue for a much-needed Senior Center. It is centrally located from the three senior living communities in town. Also, the vast and varied experience of seniors could be used to develop an advisory board to help with the scheduling of events that would also have community-at-Iarge interest, other than just senior events: art exhibits, immunization clinics, music concerts, etc, etc. The space is large enough for a couple of events to be held simultaneously. This would enhance the quality of life we all enjoy in Prior Lake. - Posted by Diane Deckas on March 21, 2006 How about a youth teen center and/or a senior center. I just moved out here last year and was not aware if you had either of those. - Posted by Christy Anderson on March 20, 2006 I would like to see the space utilized for several possible things. First, it would be a great place for a "senior center" and secondly for additional meeting room space. I am a "snowbird" who migrates to Yuma, AZ for part of the cold season. Here in Yuma they have an adult center where daily it is open for all sorts of arts/craft sessions. They charge a minimal amount for usually 3 or 4 hour sessions (price break for a monthly pass). Some of the activities include painting, wood carving, wood burning, and gourd carving (I'm sure there are more but these are examples.) The sessions are great places to get help or share ideas about the art/craft of your choice. - Posted by Nancy Iverson on March 20, 2006 Definitely a teen center. Some years ago there was a group called Dockside that did some teen gatherings and hoped to find enough money for a teen center. They had a concert at Lakefront and collaborated with Brewberries. At the time there was not much support from the city. This site seems like the perfect place. There could be a place for live performances from local youth bands, pool tables, darts, some concessions (City Perks is too expensive for our kids). Let's get Dockside back on track. - Posted by Lisa Frana on March 13,2006 I would like to see the space converted into a teen center. We're in desperate need of one. I would envision an open space center that would have darts, pool tables, air hockey, video games, dance revolution equipment (great exercise for our youth), a big screen, and a dance floor. During the school day, maybe it would be a place for adults/elderly to hang out. Afterschool & weekends it would be totally for our teens. One weekend a month, I'd like to see the library, City Perks, and the whole place dedicated to family activities. On Sundays, I'd like to see community churches alternate their youth programs in the space. - Posted by Sue Heaton on March 8, 2006 Kinkos would be a good match because it provides services that match the library. This would make the space useful to everyone, not just a few. - Posted by Dan Swanson on March 7, 2006 I wanted to respond to the article in the paper asking for suggestions for the space in the library currently used for the dance studio. How about something cultural? In my hometown of Sturgeon Bay, Wisconsin, the Door County Library has the very successful Miller Art Center attached to it. You have concessions there already (in the form of City Perks). It would be a safe place where kids can hang out and listen to music and not be exposed to drugs etc. - Posted by Cindy Whitehair on March 6, 2006 Regarding the use of the space in the Prior Lake Library building that is now occupied by the dance classes, I am wondering if a community or senior center would be a good use of the facilities. The library is such an asset to the community, that it would seem important to use the rest of the building in a way that would compatible with the library. - Posted by Carolyn Engquist on March 6, 2006 When the Library referendum was passed by the citizens of PL the space was classified as a "Resource Center". It was used for the dance program since at that time the city was running the dance program. It was not intended that the city receive an income by renting it to a private business. There are several ways the space can be utilized to the benefit of the citizens of PL. It could be reorganized into more than one room since it is a very large space. Uses could include: A Community/Senior Center, Community Ed Classes, an additional meeting room. The current meeting room in the library has a very full schedule. The Friends of the Library need to plan their book sales and other Friends of the Library activities and programs each year around the schedule of the meeting room. In the future the space may be needed to expand the library. The space should be used as it was intended "A Resource Center", not rented by the city to a private business. - Posted by Emily Glatzel on March 6, 2006 I would like to see that space used for some sort of community center, senior center, community ed class space, etc. It was originally intended to be a city "resource" center, not rental space. It needs to be something that fits in a library type setting. It could also be split up into smaller areas so more groups could use it. - Posted by Dawn Glatzel-Beck on March 3, 2006 I think they should have it what it used to be - a community-run dance studio, a place where children can go after school and have a fun place to be, without competition, just learning.
