Historv The Parks portion of the Capital Improvement Program (C.l.P.) includes a variety of smaller purchases under the heading of Appurtenant Equipment. While none of these purchases exceed the $50,000 bid limit, they do require City Council authorization to expend the money because the funds are part of the Capital Improvement Program. The purpose of this agenda item is to authorize the staff to proceed with these purchases in accordance with the City Code and City Purchasing Policy. The Council would approve each purchase as part of invoices to be paid. AMOUNT $5,000 $10,000 $30,000 $10,000 $15,000 $15,000 Issues VOLLEYBALL COURT Volleyball courts are very popular among neighborhoods and at picnic gatherings. Residents and park users have expressed a need for a volleyball court at Lakefront Park. The installation of a volleyball court would be in accordance with the Lakefront Park master plan. The volleyball court proposed for Lakefront Park will be 50 feet wide and 85 feet long, with a concrete curb installed around it to help contain the sand. City maintenance staff would install the sand and nets, but would need to go out for bids to hire a contractor to install the concrete border. BATTING CAGE Batting cages offer a practice environment for youth and adult baseball and softball players. The Prior Lake Baseball Association, High School Baseball and Prior Lake Athletics for Youth have expressed a need for an additional batting cage at Memorial 4/1/2<N3200 Eagle Creek Ave. S.E., Prior Lake, Minnesota 55372-1714 / Ph. The proposed batting cage would be 70 feet long, 16 feet wide and 14 feet high. OUTFIELD NETTING The adult softball leagues have requested the installation of outfield netting on fields #3, #5 and #6 at The Ponds Athletic Facility. Nets provide safety for spectators and bystanders, and provide protection for vehicles in the parking lots and roadways. Netting also keeps the balls within the field of play, reducing lost equipment. TREES Currently there is $10,000 budgeted in the Parks portion of the annual operating budget for plant materials. This is the only current funding source available for plant materials. City staff indicates that an additional $10,000 is needed in order to keep up with the tree planting and replacement program. Trees add value to parks, neighborhoods and the City, as well as providing benefits to area wildlife and the environment. APPURTENANT EQUIPMENT The appurtenant equipment purchases includes items such as picnic tables, park benches, player benches, bike racks, grills, garbage barrel enclosures and drinking fountains. This year's appurtenant equipment funding will be utilized for purchasing tables for the newly constructed shelter at Wilds Park and benches at Timbercrest, Deerfield, Meadowview and Fairway Heights parks. In addition, a new drinking fountain will be purchased for the skate park at Lakefront and new player benches will be installed at The Ponds. BLEACHERS Additional bleachers are needed on our athletic fields for spectator seating on the soccer and football fields. These are five-row, portable bleachers, which conform to all new safety regulations. Purchasing of products and services in each of the six above-described categories will be done in accordance with State Statutes and the City's purchasing policy. Budget Impact The 2003 C.l.P. has programmed the amounts set forth in this memo for miscellaneous park appurtenant equipment. The cost of this equipment will be drawn from the Capital Park Fund, in an amount not to exceed each of the maximum amounts set forth in the table unless there is explicit City Council authorization. The alternatives are as follows: 1. Approve Resolution 03-xx, authorizing expenditures for miscellaneous park appurtenant equipment. 2. Table this item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. Staff recommends alternative number 1. The recitals set forth above are incorporated herein. 2. The purchase of the above specified park appurtenant equipment, not to exceed each of the maximums set forth herein, is hereby approved. 3. Funds for such purchase shall be drawn from the Capital Park Fund. 4. All purchases will be in accordance with Minnesota Statutes dealing with purchasing and procurement as well as the City's purchasing policy. Passed this 71h day of April 2003.
