CONSIDER APPROVAL OF A PROCESS AND TIMELlNE TO DEVELOP A
NEW ORDERLY ANNEXATION AGREEMENT WITH SPRING LAKE
TOWNSHIP.
History: The City of Prior Lake today is the product of numerous annexations
which converted it from a one square mile community, to the 16 square miles it
encompasses today. In 1972, in an effort to facilitate orderly annexation, the City
and Spring Lake Township entered into an Orderly Annexation Agreement.
The Agreement did not define when and under what conditions land areas subject
to the Agreement would be annexed. Consequently, the City Council and
Township supervisors have sought to develop a new orderly annexation
agreement which provides more details, timelines and terms and conditions for
future annexations. Township and City representatives have been meeting to
develop a more effective agreement.
Current Circumstances: To address the annexation issue, the Township Board
directed that Steve Pierson represent the Township with the City on this issue.
The City Council appointed a subcommittee consisting of Mayor Haugen and
Councilmember Petersen to do the same for the City. For numerous months, the
three of these individuals have been meeting to discuss the provisions of a new
orderly annexation agreement.
The process has reached the point where it is appropriate to establish a process
and timeline to facilitate adoption and approval of a new Orderly Annexation
Agreement. Attached is a timeline which the City Council will consider for
adoption this evening and the Township will consider at their April 10th meeting.
The purpose of the timeline is to (1) inform the public of the proposal; (2) provide
the opportunity for the public to ask questions about the proposal; (3) facilitate
formal input about the new agreement; and (4) complete the approval process
expeditiously in consideration of the above.
Conclusion: The Council should determine if the timeline and process attached to
this report is appropriate for addressing the annexation issues.
The process and timeline is intended to assure that affected persons are
informed. A mailing list has been prepared. Under the timeline and process, the
482 persons affected would become aware of the proposal through two direct

mailings. At least three newspaper articles or letters to the editor are planned.
One already appeared in last week's newspaper. Two informational meetings are
also to be offered to provide for informal question and answer. A joint public
hearing is also planned following published notices 30 days and 15 days in
advance of the hearing. The process is intended to be concluded so that
Municipal Boundary Adjustment representatives have a 30-day review and
comment period.
