1. Develop recreation opportunities and park amenities for all stages or
life and interests.
2. Provide public spaces and amenities that attract the community to the
natural environment.
In July 2018, the City Council approved a professional services
agreement with WSB to lead a parks and trails master planning process.
Prior Lake is home to 54 neighborhood parks, five community parks
and over 100 miles of trails and sidewalks, many of which are
showing their age and no longer meet community expectations . In
addition, it is important to identify the community’s preferences for
amenities given limited funding for improvements.
For the last several months, WSB has led several activities to collect
information and feedback from stakeholders on our parks and trails
system. Activities included online surveys, Mayor’s Town Halls, and
neighborhood park interviews, to name a few. WSB also assessed every
city community and neighborhood park to discern the quality and viability
of these amenities. A steering committee comprised of a variety of
stakeholders, including the SMSC, PLAY, Scott County, Three Rivers
Park District, has met two times during this time to provide input and
guidance on the process. These efforts culminated into the development
of overarching goals, objectives and priorities to guide the framework of
the master plan.
As a final step before the preparation of the plan, an online Mayor’s
Town Hall and citizen survey was conducted in early 2019 to confirm the
goals, objectives and priorities received during the initial feedback
period. At tonight’s work session, WSB staff will present the findings from
this survey to the City Council and seek confirmation of the in order to
move forward with the development of the master plan. The draft master
plan document will be brought back to the City Council at a future date to
review and provide feedback.
