INTRODUCTION: Nationally crime in America has been slowly declining over the last
several years. The city of Prior Lake has experienced a similar decline
between the years of 2017 and 2018. Overall calls for service for the
police department declined by 5.3% from 2017 to 2018. Major crimes
such as assaults, burglary, motor vehicle theft, weapons calls, and thefts
were down within the city of Prior Lake from 2017. The city of Prior Lake
did see a slight uptick in domestic’s, robbery’s, and motor vehicle
accidents.
The Prior Lake Police Department experienced a staffing shortage during
the summer months due to staffing vacancies and staff missing work due
to work related injuries. The staffing shortage resulted in staff having less
time to conduct proactive policing activities such as liquor compliance
checks, open door checks, and traffic enforcement. All staffing vacancies
were filled on February 11, 2019 and once the new officers complete
their training proactive policing activities will return to normal levels.
Although calls were down within the city of Prior Lake calls were up 7.8%
within the Shakopee Mdewakanton Sioux Community (SMSC) in 2018.
The Prior Lake police department is working with our public safety
partners at the SMSC to develop some solutions for addressing the
increasing call load. The SMSC has one of the most sophisticated
security systems in the world and they allow law enforcement agencies
both local and federal to utilize their systems to locate those suspected
of criminal activities. The SMSC has a zero-tolerance policy for criminal
activity and they are great public safety partners.

STAFFING LEVEL•The police department currently has and authorized complement of 29 sworn police officer positions, 3.5 full-time records professionals, 1 full-time Community Service Officer, and 1 seasonal full-time Community Service Officer position. •4 police officers started their field training on February 11, 2019.•The police department is currently fully staffed within the sworn ranks and has 1 vacancy in our records professional positions.•The police department will not be asking for additional funds for staffing increases in the 2020 budget.PLPD
RECENTLY IMPLEMENTED INITIATIVES•Increased job duties of the Community Service Officer positions to include ordinance enforcement and response to non-law enforcement calls for service.•Streamlined hiring process to reduce administrative staff time and to attract quality candidates to fill staffing vacancies.•Launched employee wellness program that encompasses both physical and mental health.•Beginning process to modernize department policy manual by implementing Lexipol.•Increased involvement of citizen committees in crime education and prevention efforts.
ON THE HORIZON•Field training for 4 new officers.•Community Services Officers will patrol city parks this summer.•Developing plan for emergency response during road construction projects.•Sergeant Tom Kahlert is set to retire in August 2019.•Hiring process to replace Sergeant Kahlert will begin in June.•Increased community outreach and education activities.
