CONSIDER APPROVAL OF A RESOLUTION APPROVING APPOINTMENTS
TO THE WATER TREATMENT PLANT COMMITTEE
Introduction
The purpose of this agenda item is to request City Council approval of
appointments to the City's Water Treatment Plant Committee for terms lasting
the duration of the project.
Historv
On January 3, 2006, the City Council created the Water Treatment Plant
Committee (WTPC) to provide the Council with recommendations regarding
the project process. The committee consists of Councilmember Dornbush,
Councilmember LeMair, Finance Director, Public Works Director, Streets and
Utilities Supervisor and Public Works Coordinator.
On March 20, 2006, the City Council directed staff to solicit applications from
the public for two additional members to the WTPC, including a community at-
large member and a resident from the Brooksville Hills or Cardinal Ridge
neighborhoods near the plant. These members will be very valuable in
communicating the project process and soliciting input from citizens.
Current Circumstances
The City advertised for resident applicants in the newspaper and on the City
website. A total of four applications were received and interviews were
conducted on April 24, 2006. The following is a breakdown of the interview
team, applicants and recommended appointments:

Conclusion
The City Council should determine if it concurs with the appointments
recommended by the WTPC interview team. Councilmembers Dornbush and
LeMair along with Public Works Director/City Engineer Steve Albrecht will be
available to respond to questions. Copies of the applications submitted are
attached.

WHEREAS, The Water Treatment Plant Committee was formed to provide the Council with
recommendations regarding the project process; and
WHEREAS, The Water Treatment Plant Committee is comprised of Councilmembers and City staff
members; and
WHEREAS, Council directed staff to solicit applications from the public for two additional members
to the Water Treatment Plant Committee, including a community at-large member and
a resident from the Brooksville Hills or Cardinal Ridge neighborhoods near the plant;
and
WHEREAS, Notices were placed in the newspaper and on the City's website requesting
applicants; and

Experienced in project supervision, project oversight and technical supervision in multiple areas
of civil works, including, but not limited to, public water and wastewater system design and
construction.

PERTINENT PROFESSIONAL EXPERIENCE:

Civil Enaineer (GS-810-12 stee 1 to 5): 1998 to Current.
Developed and administered facilities planning, design, construction contracts and conducted
construction management for varied projects on multiple USFWS facilities in 8 states. These
included equipment maintenance buildings, water control structures, a specialized chemical
storage and disbursement building, a vocational training building, several storage buildings, a
refuge headquarters expansion, road and parking lot improvements, and a 100 foot vessel for
stocking lake trout and conducting fish research missions on the Great Lakes. Provided client
communications and coordinated project development with the client and engineering
consultants. Some designs were developed entirely by myself; some by using in-house and
outside mechanical and electrical engineers; and some project designs were developed by
consultants (A-E firms) which I managed.
Examples of breadth of knowledge and skills:
. Managed the design of a project with a goal of eliminating the use of a man-made ditch
dug in the early 1900's that intercepted three creeks, and return the water flow into the
historic creek channels. I developed the scope of services required for a consultant,
directed the project approach, reviewed all studies, designs, and contract documents.
The project included determining the design flows, flow management techniques, locating
and sizing three new water control structures and managing construction administration
using a consultant to conduct on-site inspection, providing all submittal review, and
negotiating issue resolution,
. Managed design and currently managing construction of a 100 foot motorized vessel that
will be used for stocking hatchery grown lake trout in the Great Lakes and conducting fish
research/assessment. I have facilitated stakeholder meetings to determine the vessel
needs, naval architect selection criteria, chaired the Naval Architect selection committee,
and facilitated the Naval Architect interviews. During the design, I coordinated with other
reviewers and compiled all comments, with my own, and provided design direction to the
Naval Architect. During the solicitation of proposals for builders, I chaired the Contractor
Selection Committee. Now that construction of the new vessel is proceeding, I am
overseeing all construction management with vessel construction specialist engineers,
ABS Consulting (a for-profit division of American Bureau of Shipping).

Directed a team of engineers and designers in facilities planning and design, and managed
construction contracts for many varied projects. These included water and wastewater treatment
plants/pumping stations, and sewer systems, many funded by FmHA (now RD),
construction/reconstruction of roads, and underground utilities. Provided data for client
communications and project development with the client and the RD Engineer. Provided
construction oversight, dispute resolution and RD approvals. Commonly supervised projects on
several project fronts concurrently, project team members and outside consultants throughout the
project life.

I've been a resident of Prior Lake since the summer of 1972. I married a life long resident from the community,
and together we've raised four children, all of whom still claim Prior Lake as their home. I've had an
opportunity to see Prior Lake grow from a small rural town to a thriving suburb today.
I received my Bachelor degree from the University of Minnesota (Minneapolis campus) in 1977 with a Social
Studies emphasis in teaching. I also, received my Masters in Education from the same institution in the mid
1980's.
I was hired by the Prior Lake - Savage School District for the 1978 -79 school year, and have been with the
school district ever since. I've taught at both the middle school as well as currently at the high school for 28
years. I've served on numerous committee assignments within the school district during these 28 years: not
only the building I personally worked at, but also district wide committee's. Currently I've been serving as the
Social Studies Department Chairperson for over a decade at the high school, and also serving on a new district
wide committee, studying Alternative Pay compensation.
I've also served my local teachers' Union (Prior Lake - Savage Education Association) as a contract negotiator
since 1981. My colleagues view me as a person committed to causes, willing to put in a lot of time to accomplish
the necessary tasks at hand. In the past, I've also taught Drivers Education to the community through the Prior
Lake - Savage Community Education Program. Also, I've volunteered my time on several occasions to the St.
Michael's Parish community.

I am a high school graduate with numerous continuing education certificates related to the
plumbing and building trades. My trade related education still continues and I am currently
working towards an associate degree in Industrial Training.
I have background in building maintenance and repair and over 20 years of "hands on"
experience in the installation, service and repair of plumbing systems. I have held a
plumbing license in the State of Minnesota for the past 12 years.
My volunteer background is extensive including youth organizations, sports, schools, church
and community. Currently I serve on boards or committees for the State of Minnesota, the
Boy Scouts of America, and two autosports clubs.
For the past 2 Yo years I have been the full time instructor for the Minneapolis Plumbers
Joint Journeyman and Apprenticeship Training Committee, responsible for the training of
over 500 apprentice plumbers and providing continuing education for over 1500 journeyman
plumbers.

What skills do you possess which will be beneficial in serving on this advisory body?
I am currently licensed as a Master Plumber by the State of Minnesota, Cities of
Minneapolis and St. Paul. As instructor for the Minneapolis Plumbers, it is my
responsibility to develop the curriculum for the 5 year program and update as
needed. A portion of the training includes water distribution systems, treatment,
filtration and purification. My skills in this field and working knowledge of
treatment systems would be beneficial to the City of Prior Lake.
Briefly describe your interest in this position and how you can serve the community:
My professional background drew my interest to this position. It is rare that
volunteer opportunities arise associated with my career. I feel my professional
background, resources and industry contacts would be an asset to the committee
and community. Since stepping down as president of the Laker Athletic Booster
Club I have been looking for a new outlet to serve my community and I feel this one
is tailor made for me.

I would like to apply for the Water Treatment Committee.. I have several years of
experience on multiple committees. My most recent was the 6 years I spent on the
Shakopee Public utilities commission. (97-03) I had to resign when I purchased our
home in Prior Lake. I work in Shakopee for American Color Printing as an Account
Representative.

What skills do you possess which will be beneficial in serving on this advisory body?
Because of my past 6 years of experience on SPUC I have a good working
knowledge of how city water systems work. And I would like to think that I have the
ability to listen to both sides of an issue and be able to come up with a common
sense solution.
Briefly describe your interest in this position and how you can serve the community:
I have always believed in giving back to my community. And I feel that with my
past experience working with SPUC I would be a good fit for this committee. I have
been interested in getting involved on other committees and I thought this would be
a good way of getting my foot in the door.
