AUTHORIZING THE EXECUTION OF THE CITY'S STANDARD
CONSTRUCTION CONTRACT FOR THE 2006 PARK SIDEWALK
PROJECTS AND FOR THE 2006 PARK TRAIL I BASKETBALL COURT
PROJECT
Introduction
The purpose of this agenda report is twofold. First, this item seeks approval of
the bids and authorization for the Mayor and City Manager to execute the
City's standard construction contract for the construction of the park sidewalk
along Wildwood Trail NW as directed by City Council and in Jeffers Pond Park
as identified in the 2006-2010 Capital Improvement Program (CIP) for 2006.
Second, this item seeks approval of the bids and authorization for the Mayor
and City Manager to execute the City's standard construction contract for the
construction of the trail and one basketball court in Jeffers Pond Park as
identified in the 2006-2010 CIP for 2006.
History
Each year the City Council adopts the CIP, which involves funding for various
improvement projects. To ensure that the Council is aware of and supportive
of major park improvement efforts, staff is seeking approval of the bids,
authorization to execute the City's standard contract and authorization for City
expenditures to install these 2006 park improvements.
Sidewalk along Wildwood Trail NW: Residents in the Woods at the
Wilds neighborhood contacted City staff about installing a sidewalk along
Wildwood Trail to the park. On March 20, 2006, the City Council authorized
expenditures for installation of a sidewalk along Wildwood Trail NW from Wilds
Parkway to Timberwolf Trail. The funding for the sidewalk and adjacent
retaining wall (necessary because of existing grades) will come from the Parks
portion of the CIP, not to exceed $30,000. This improvement is not identified
in the 2006-2010 CIP; however, due to delayed improvements at the Stemmer
Ridge and Northwood Meadows parks, there is funding available in the CIP for
2006 for this sidewalk.
Sidewalk, Trail and Basketball Court in Jeffers Pond Park: On March
20, 2006, City Council approved plans and specifications and directed staff to
advertise for bids for trail, sidewalk, basketball court, parking lot, picnic shelter
and play structure in Jeffers Pond Park. The sidewalk, trail and basketball
court are discussed in this agenda item.
The parking lot project is on hold at this time. Currently, the City is partnering

with the Prior Lake I Spring Lake Watershed District to develop the proposed
parking lot as an educational stormwater infiltration site. This will be the first
project of its kind for the City and the Watershed District. If approved, the City
will receive grant funding from the Watershed District for an innovative
pervious paver parking lot. This park improvement will be presented to the
City Council at a future date.
The picnic shelter is being constructed by City staff as directed on March 20,
2006, using prototype plans prepared by Oertel Architects in an effort to save
money on design and structure engineering fees.
The play structure has been bid. Currently staff is reviewing the different
elements of each playground equipment setup. This park improvement will be
presented to the City Council at a future date.
Current Circumstances
The following projects have been identified by staff for construction in 2006:

In March of this year, staff was authorized to install five-foot wide concrete
sidewalk along Wildwood Trail NW from Wilds Parkway to Timberwolf Trail.
The 2006 CIP identifies installation of sidewalk and trail at Jeffers Pond Park.
This improvement includes both five-foot wide concrete sidewalk and eight-foot
wide bituminous trail. This does not include the area in the Jeffers
Conservation Area, which will have a natural woodchip trail connected to the
rest of the park and trail system. Additional trail improvements for Jeffers
Pond Park are included in the 2007 CIP upon completion of the school site.
The City prides itself on maintaining and adding to the extensive trail system
the residents currently enjoy. These trails and sidewalks will provide safe
pedestrian access for their respective areas.
The 2006 CIP also identifies the construction of a one-half basketball court at
Jeffers Pond Park. The basketball court would provide benefit for both adults
and children to enjoy as it will be equipped with an adjustable basketball
standard to accommodate all age groups. Basketball courts are widely utilized
and appreciated throughout the City.
Sidewalk along Wildwood Trail NWand in Jeffers Pond Park: In
order to receive lower prices because of a larger project size, staff combined
the bid request for both sidewalk projects. Bids were solicited in accordance
with City purchasing guidelines for projects exceeding $50,000. Six bids were
received for the 2006 sidewalk projects and are listed below:

Sidewalk along Wildwood Trail NW: The lowest responsible bid for the
combined sidewalk projects was submitted by O'Malley Construction, Inc. in
the amount of $43,408.22. The City has previously worked with the contractor
and is satisfied with the quality of their work. To help reduce costs to the City,
staff will provide many of the construction services for this improvement
project. The work along Wildwood Trail NW will include installing a block
retaining wall, backfilling, correcting for soft spots in the subgrade, installing silt
fence, repairing irrigation systems and placing seed. City staff estimates direct
material costs for the above City-installed items to be $7,000, in addition to
required contractor services. The table below explains costs incurred for the
2006 Wildwood Trail NW sidewalk project.

Sidewalk, Trail and Basketball Court in Jeffers Pond Park: Bids were

$50,000. Seven bids were received for the 2006 bituminous projects and are
listed below:

To help reduce costs to the City, staff will provide many of the construction
services for these improvement projects. The work includes backfilling,
correcting for soft spots in the subgrade, adding culverts and riprap where
necessary for drainage, installing silt fence, placing seed and installing an
adjustable basketball standard. City staff estimates direct material costs for
the above City-installed items to be $14,000, in addition to required contractor
services.
The lowest responsible bid for bituminous work was submitted by Ideal Paving
(a division of Chard Tiling & Excavating, Inc.) in the amount of $91,982. The
City has previously worked with the contractor and is satisfied with the quality
of their work. The table below explains costs incurred for the 2006 trail
improvement project.

Conclusion
Staff is recommending that the City Council accept the sidewalk bid from
O'Malley Construction, Inc. and approve the resolution to authorize the
execution of the City's standard contract and the expenditure of City funds for
the City-installed improvements.
Staff is also recommending that the City Council accept the trail and basketball
court bid from Ideal Paving (Chard) and approve the resolution to authorize the
execution of the City's standard contract and the expenditure of City funds for
the City-installed improvements.
FINANCIAL
IMPACT:
Sidewalk along Wildwood Trail NW: The total cost of the project,
including the work to be completed by the City, is $26,053.92. The City
Council authorized expenditures in the amount of $30,000 for the sidewalk
along Wildwood Trail NW.
Sidewalk, Trail and Basketball Court in Jeffers Pond Park: The total
cost of the project, including the work to be completed by the City, is
$130,336.30. Funds budgeted in the 2006 CIP include $165,000 for sidewalk,
trail, basketball court and parking lot. With the current bid prices, funds
remaining for the pervious paver parking lot will total $34,663.70. Staff
anticipates that, through partnering with the Watershed District, these
remaining funds will cover the cost of the parking lot.
Funds for both projects will be drawn from the Capital Park Fund.
ALTERNATIVES:
1. Approve a resolution accepting the bid and authorizing the execution of the
City's standard contract with O'Malley Construction, Inc. for the
construction of park sidewalks.
2. Approve a resolution accepting the bid and authorizing the execution of the
City's standard contract with Chard Tiling and Excavating, Inc. for the
construction of park trails and one basketball court.
3. Table this agenda item for a specific reason.

with the Comprehensive Park and Trail Plan; and
WHEREAS, Sidewalks and trails provide residents the opportunity to enjoy the City and its parks;
and
WHEREAS, Sidewalks and trails are an essential link between neighborhoods, business areas and
parks; and
WHEREAS, A total of six bids were received for concrete sidewalk. The following is a breakdown
