Adjourn 1 4646 Dakota Street SE Prior Lake, MN 55372 CITY OF PRIOR LAKE, MINNESOTA BUSINESS ENGAGEMENT COMMITTEE MEETING MINUTES – February 28, 2019 1. Call to Order The meeting was called to order at 7:34 a.m. in the Wagon Bridge Conference Room at Prior Lake City Hall. Members present: Kim Prchal, Tom Driscoll, Thane Tande, Wade Larson, Stephanie Carroll, Jeff Petschl, Tommy Hesch, and Sandi Fleck. EDA Liaisons Marie Boucher-Hoese and Annie Sheehan-Kerber. Staff present: Casey McCabe and Amanda Schwabe. a. Welcome New EDA Liaisons New EDA Liaisons, Annie Sheehan-Kerber and Marie Boucher-Hoese were welcomed to the BEC. 2. Approval of Meeting Minutes a. January 24, 2019 MOTION BY TANDE and SECOND BY LARSON to approve the January 24, 2019 meeting minutes. Motion adopted unanimously. . 3. Old Business a. Construction Communication Event MCCABE shared that Bolton & Menk has been hired by Scott County and MnDOT to assist with communication efforts associated with the Highway 13 and CH21 improvement projects. Nicole Schmidt, Project Communications Specialist for Bolton & Menk is working to put together materials for the first communication event. He stated that the first Construction Information event will be held on April 11, 2019 from 4:00 pm at Fong’s. This event will be an Open House offering information related to timeline, staging, events, etc. He stated that the BEC members are encouraged to attend. PRCHAL suggested having a list of the BEC members and area liaison information available to distribute at this event. MCCABE explained that Bolton & Menk has been distributing information via e-mail regarding the moving forward 13-21 website. He stated that Staff would follow up with Nicole Schmidt to verify what distribution list was used for the email that they sent out earlier this week. b. Construction Customer Attraction Assistance Contract MCCABE explained that the EDA allocated $10,000 to initiate the contract with Rebecca Rausch of Neon Lizard Creative (NLC) and formed a Subcommittee consisting of Dave Chromy, Keri Thayer, Marie Boucher-Hoese, Kim Prchal, Sandi Fleck with McCabe and Schwabe as Staff Liaisons. The primary function of the Subcommittee is to manage the contract and oversee expenditures. He stated that the EDA directed the Subcommittee to review the proposed activates/events and increase the focus on communication. Staff has communicated the revised deliverables listing with NLC. The Subcommittee will meet again on March 4, 2019. FLECK explained some of the events the Chamber of Commerce including, but not limited to, restaurant tour, passport, and find the gnome to promote the businesses in Downtown and the South Lake Village area. c. Joint EDA/BEC Meeting Follow-Up MCCABE provided an overview of the joint EDA/BEC meeting. PRCHAL stated that the EDA wanted to make sure that the events the City finances is getting people into the businesses in the Downtown and South Lake Village area. CARROLL suggested offering passport stamps during a construction information event to incorporate an education component into high traffic events. PRCHAL suggested distributing gift vouchers that are purchased by the City during the construction information events. FLECK recommended having a board at the Ladies Night Out event on April 11, 2019 to distribute information regarding the upcoming construction. PRCHAL suggested a “construction checkbook” which would be available for purchase at events for use during a specific period. CARROLL recommended a “construction checkbook” with coupons that could be utilized numerous times during a specific period of time. BOUCHER-HOESE shared that her business has participated in that type of promotion in the past and has seen those type of coupons coming into her store. SHEEHAN-KERBER suggested contacting St. Michaels regarding having a booth at their AprilFest event to promote the distribution of information to attendees. LARSON suggested offering information during the fish fry events also. SHEEHAN-KERBER stated that the first fish fry event will be held March 8, 2019. 4. New Business None 5. Other Business a. EDA Meeting Update MCCABE summarized the topics from the Joint EDA/BEC meeting held on February 11, 2019. PRCHAL explained that a potential business attended the EDA meeting to discuss the possibility of financial assistance for soil corrections on a site. CARROLL questioned if the City is willing to provide financial assistance for a property, would they be able to pursue a request for proposals (RFP) and solicit other business opportunities? SHEEHAN-KERBER stated that the EDA reviews each request on a case-by-case basis. MCCABE stated that the City has done RFP’s in the past, but in this case, the City does not own the land. PRCHAL questioned how much say the City has regarding new businesses. MCCABE explained that historically the City has been very conservative with providing financial incentives and if the proposed use meets requirements of the zoning ordinance than the use will be allowed. SHEEHAN-KERBER stated that the City utilizes zoning to direct permitted and conditional uses. MCCABE provided an update on the Midwest Vintage Snowmobile Show (MVSS) event and met with Shakopee Mdewakanton Sioux Community (SMSC) representatives. SMSC is putting together information and Staff would like to meet with MVSS representatives in the future. b. Residential and Commercial Activity Update MCCABE provided an overview of the residential and commercial building permit activity as of January 31, 2019. c. Staff Update None. d. Member Ideas/Recommendations None. 6. Next Meeting Date. The next regular meeting of the BEC will be on Thursday, March 28, 2019 at 7:30 a.m. 7. Adjourn. PREPARED BY:Amanda Schwabe, Planner AGENDA ITEM:CONSTRUCTION CUSTOMER ATTRACTION UPDATE DISCUSSION: Introduction The purpose of this agenda item is to provide an update to the Construction Customer Attraction Subcommittee efforts to attract customers to the downtown and South Lake Village area during construction. Current Circumstances The EDA approved a Professional Services Contract with Rebecca Rausch, Neon Lizard Creative (NLC) in February to allow her to begin creating marketing materials and approved an amendment on March 11, 2019 with additional funds for an extended scope of services. Since then, the subcommitte and NLC have been working diligently to finalize a theme campaign and logo, develop a marketing plan for distribution of themed artwork on social media and in print, determining events/activities to bring people to the Downtown and South Lake Village area during construction as well as coordination with Bolton & Menk related to promotion efforts. Theme/Logo NLC created multiple theme campaigns and a logo for review and selection by the subcommittee. After much deliberation, the subcommittee selected a theme with a focus on landscapes and lake centric colors which showcase services offered in our community (see Attachment 1). The It’s Really Worth It! #PLWorthIt stamp logo has been incorporated into informational materials and will continue to be used in a variety of ways to promote the EDA’s initiative to encourage communication, publicize events, and support businesses. As you see social media posts (Facebook, Instagram, etc.) related to #PLWorthIt, please share and like to promote the great events and activities we have planned this year. Marketing Bolton & Menk has been engaged by Scott County and MnDOT for communication efforts associated with the County Road 21/Highway 13 intersection improvement project. Bolton & Menk has been a great advocate of the construction customer attraction efforts and have allowed the #PLWorthIt initiative to have a large presence on the movingforward13-21.com website which is the primary source for construction information and updates. #PLWorthIt has its own tab on the homepage for the site and NLC will work with Bolton & Menk to keep the page updated with upcoming event information. Bolton & Menk will also be using the approved #PLWorthIt campaign and logo on their materials and social media posts. 2 In addition to the marketing efforts associated with Bolton & Menk, #PLWorthIt information will be showcased on the City website, City Facebook and Instagram page, the Newswire, utility bill inserts as well as in print in the Prior Lake American periodically. Events/Activities Over 120 events/activities are tentatively scheduled for the 2019 construction season. This includes events from previous years as well as new events which are sponsored by multiple organizations including the City, Chamber of Commerce, P.L.A.Y. and other private groups. The events include, but are not limited to: Hop on Restaurant & Shop Tour (approximately 1/month) Couples Night Out (multiple) ChalkFest Guerilla Marketing & Instagram “Pop-Ups” Digital Scavenger Hunt Multiple drawings for gift cards for businesses in the impacted areas Conclusion The subcommittee and NLC have made great strides to accomplish the goal of generating customer traffic for Downtown and South Lake Village area businesses. ISSUES:Volunteers may be needed during 2019 to assist with events. The following upcoming events will require volunteers: Thursday, April 11th – Construction Open House 4-6pm - Fong’s Saturday, April 27th – AprilFest 11-7pm - St. Michaels FINANCIAL IMPACT: An amended Professional Services Contract with Rebecca Rausch, DBA Neon Lizard Creative was approved on 3/11/19 increasing the initial allocation from $10,000 to $32,770. The subcommittee is responsible for monitoring the deliverables and expenditures associated with the contract. The EDA also allocated approximately $13,650 which will be managed by the subcommittee for efforts related to City or Chamber of Commerce initiatives not included in the NLC contract. PREPARED BY:Casey McCabe, Community Development Director AGENDA ITEM:BEC COMMERCIAL AREA LIAISON VISITS DISCUSSION: Introduction The purpose of this agenda item is to discuss BEC liaison efforts to communicate road construction information to the businesses in the community. History One of the committee’s duties outlined in the BEC Bylaws is, “To serve as a liaison between city government and the community through interaction with business leaders and community residents.” To help accomplish this, the BEC has previously assigned some of its members to act as a liaison to five specific commercial and industrial areas of the community. The role of the BEC liaison is to help communicate City and BEC activities with business owners and provide an additional point of contact for their questions and concerns. Current Circumstances The first construction informational event will be held at Fong’s Event Center on Thursday, February 11, 2019 at 4:00 p.m. Bolton & Menk and the City of Prior Lake are attempting to promote this event to the general public but the BEC liaisons may wish to communicate this event directly to the businesses in their areas of the community. BEC commercial area liaison assignments for the commercial areas of the community are below. Downtown Area – Prchal / Petschl Deerfield Business Park / Welcome Avenue Industrial Area – Carroll Commerce Avenue / Fountain Hills Area – Larson / Tande Village Commerce / South Lake Village Area – New Assignment Needed Gateway Area – Marco Conclusion BEC members should discuss their ability to visit with businesses and request assistance from other committee members if needed to complete their visits.
