MEETING MINUTES – March 28, 2019
1. Call to Order
The meeting was called to order at 7:35 a.m. in the Wagon Bridge Conference Room at Prior Lake City Hall. Members
present: Kim Prchal, Tom Driscoll, Thane Tande, Wade Larson, Stephanie Carroll, Jeff Petschl, and Sandi Fleck. EDA
Liaison Annie Sheehan-Kerber. Staff present: Casey McCabe and Amanda Schwabe.
2. Approval of Meeting Minutes a. February 28, 2019
MOTION BY PETSCHL and SECOND BY PRCHAL to approve the February 28, 2019 meeting minutes. Motion
adopted unanimously.
. 3. Old Business a. Construction Communication Event
Schwabe shared that the first Construction Communication event will be held on April 11, 2019 from 4-6pm at
Fong’s. Attendance is encouraged.
b. Construction Customer Attraction Assistance Update
Schwabe provided an update on the subcommittee efforts including finalization of the #PLWorthIt logo and
images. She explained that there are over 120 events planned during the remainder of 2019 in an effort to
bring people to Downtown and South Lake Village area. 4. New Business a. BEC Commercial Area Liaison Visits
MCCABE shared that additional information will be available following the Open House and recommended the
liaisons visit their respective commercial areas in late April/early May. He stated that a liaison is needed for
the Village Commerce / South Lake Village area.
DRISCOLL volunteered to be the liaison for the Village Commerce / South Lake Village area.
5. Other Business
a. EDA Meeting Update
MCCABE summarized the topics from the EDA meeting held on March 11, 2019.
SCHWABE shared that staff is still working with representatives of the Midwest Vintage Snowmobile Show
(MVSS) regarding relocation. Staff has invited the group to Prior Lake to hear a proposal for how the City in
conjunction with the SMSC can accommodate this event.
b. Residential and Commercial Activity Update
MCCABE provided an overview of the residential and commercial building permit activity as of February 28,
2019.
c. Staff Update
None.
d. Member Ideas/Recommendations
CARROLL questioned if there was an update on the Revere Way / County Road 21 intersection study.
MCCABE shared that the study is underway .
6. Next Meeting Date.
The next regular meeting of the BEC will be on Thursday, April 25, 2019 at 7:30 a.m.

BUSINESS ENGAGEMENT COMMITTEE AGENDA REPORT MEETING DATE: April 25, 2019 AGENDA #: 4.a. PREPARED BY: Casey McCabe, Community Development Director AGENDA ITEM: 2040 Comprehensive Plan Update DISCUSSION: Introduction
The City is in the process of updating the 2040 Comprehensive Plan. The Comprehensive Plan
is a compilation of policy statements, goals, standards and maps for guiding the physical, social
and economic development, both private and public, of the City of Prior Lake. The purpose of
this item is to update the BEC on a Comprehensive Plan Update process.
History
The Comprehensive Plan is a guide for the development and redevelopment of the City. It is
both a reflection of local policy as well as the legal document required by Minnesota Statutes,
which requires cities to adopt “land use controls consistent with planned, orderly and staged
development and the metropolitan systems plans.” The purpose of the Comprehensive Plan
is to express the City’s goals and objectives, to serve as a framework for decision-making and
guide to the overall future development of the community. The plan includes chapters focused
on Land Use, Housing, Transportation, Parks & Trails, Water Resources [wastewater, surface
water, water supply], Economic Competitiveness, Resilience and Implementation.
Current Circumstances
The comprehensive plan chapters are nearly complete and have been reviewed by the public
and city committees at multiple steps along the way. The final land use plan draft (attached)
will be reviewed during a joint Planning Commission / City Council work session on May 6th.
The Planning Commission will hold a public hearing on the full plan on May 13th and the City
Council will be asked to authorize plan submittal to the Metropolitan Council during their May
20th meeting.

Attached to this report is a copy of the proposed 2040 Land Use Plan for your information.

The purpose of this item is to update the BEC on a proposed ordinance amendment being
considered by the City Council.
History
The Planning Commission held a public hearing on April 22nd to consider amendments to Sec-
tion 1108 of the Prior Lake city code.
In 2001, the State Legislature changed the Municipal Planning Act requirements related to city
council votes required to adopt or amend a zoning ordinance. The prior law required a two-
thirds supermajority vote of the council (4 of 5) to adopt or amend a zoning ordinance. The
statute was changed so a simple majority of the council (3 of 5) is all that is required with one
exception, a two-thirds vote of the council is required to change the zoning classification of a
district from residential to either commercial or industrial.
Current Circumstances
In conformance with State Statute, Prior Lake’s zoning ordinance requires a two-thirds super-
majority vote to adopt or amend any part of the ordinance that changes an existing classifica-
tion from residential to either commercial or industrial; however, classification changes from
commercial or industrial to residential only require a simple majority vote.
The proposed ordinance amendments would require a two-thirds majority vote of the council
to adopt or amend the zoning ordinance to change an existing classification from a commercial
or industrial use to a residential use.
Conclusion
The proposed ordinance amendments are intended to preserve commercial and industrial
properties designated by the City of Prior Lake for commercial and industrial uses. Maintaining
an adequate supply of commercial and industrial land will help the city build a diversified tax
base and provide employment opportunities for its residents through new business attraction
as well as expansion and retention of existing Prior Lake businesses.
The Planning Commission recommended approval of the proposed ordinance amendments on
a 5-0 vote.
