BUSINESS ENGAGEMENT COMMITTEE
MEETING MINUTES – January 24, 2019
1. Call to Order
The meeting was called to order at 7:34 a.m. in the Wagon Bridge Conference Room at Prior Lake City Hall.
Members present: Kim Prchal, Tom Driscoll, Tim Marco, Thane Tande, Wade Larson, Jeff Petschl, and Sandi Fleck.
Staff present: Casey McCabe and Amanda Schwabe.
a. Election of Officers
MOTION BY PETSCHL and SECOND BY MARCO to elect CARROLL as the 2019 BEC Chair and PRCHAL
as the 2019 BEC Vice-Chair. Motion adopted unanimously.
2. Approval of Meeting Minutes
a. December 13, 2018
MOTION BY MARCO and SECOND BY LARSON to approve the December 13, 2018 meeting minutes.
Motion adopted unanimously.

3. Old Business
a. Guide to the Development Process
MCCABE shared that the Guide to the Development Process document is in final draft form and that it is
almost ready for distribution and placement on the Economic Development website.
PRCHAL appreciated the inclusion of meeting dates and suggested adding BEC members as other
resources with their appropriate liaison area to the document.
b. Construction Customer Attraction Efforts
MCCABE explained that the EDA is committed to allocating funds for Construction Customer Attraction
Assistance for the Downtown and South Lake Village areas in 2019. He stated that a subcommittee, which
includes representatives from the BEC, EDA, and Chamber of Commerce as well as businesses in the
downtown and South Lake Village area, has meet multiple times to discuss assistance ideas. He shared
that Staff is working on a proposal for the EDA to utilize the services of Rebecca Rausch, Neon Lizard
Creative for events/activity coordination and marketing efforts.
PRCHAL reminded members of discussion from the last meeting related to the BEC hosting two to three
construction update meetings in lieu of the business mixer typically hosted by the BEC in the fall.
Discussion ensued regarding the construction update meetings including possible dates in March or April,
locations, and presenters/information including, but not limited to representatives from Scott County and
Bolton and Menk and topics may include signage, events and calendars, promotional opportunities, etc.
MCCABE stated that staff will work with Jason Wedel, City Engineer/Public Works Director to confirm
possible meeting dates and presenter availability.
MCCABE mentioned that conducting business liaison visits to the Downtown and South Lake Village, as
well as the area by Tractor Supply will be important as construction activities progress.
4. New Business
a. Joint EDA/BEC Meeting Topics – February 11, 2019
MCCABE shared that the first joint EDA/BEC meeting will be on February 11, 2019. He requested
suggestions for meeting topics from members. Members requested the following items be placed on the
joint meeting agenda:
• Construction Update Meetings hosted by BEC
• Construction Customer Attraction Assistance
o Proposed contract with Rebecca Rausch of Neon Lizard Creative
o Events/Activities
• Development/Redevelopment Opportunities
5. Other Business
a. EDA Meeting Update
MCCABE shared that the EDA discussed construction customer attraction activities, year-end building
permit information, and the 2019 meeting calendar. The EDA also reelected Dave Chromy as President
and Marie Boucher-Hoese as Vice-President of the EDA for 2019.
b. Residential and Commercial Activity Update
MCCABE provided an overview of the year-end building permit totals including: 198 single-family permits issued,
which is almost double than previous year; $0 in multi-family permit valuation in 2018 compared to over $34
million in 2017. McCabe stated that the total building permit revenue for 2018 is over $75 million, which is only
$10 million less than 2017 total building permit revenue despite not having any multi-family permits.
c. Staff Update
SCHWABE shared that the Economic Development website is active and requested members provide
update requests to Staff.
d. Member Ideas/Recommendations
MCCABE explained that Staff has been directed to obtain additional information regarding the Minnesota
Vintage Snowmobile Show (MVSS) event which will be held for the last time at the Lake Waconia Regional
Park in Waconia, MN. This three-day event brings approximately 8,000-9,000 enthusiasts to the lake/area
for events/activities related to vintage snowmobiles.
FLECK stated that the Polar Palooza events start today and run through Sunday.
PRCHAL shared that the retirement party for Executive Director Boyles will be held on March 1st at 4:30
p.m. at The Wilds. She reminded members that RSVP’s are required by February 15th and can be submitted
to Ann Schroeder or McCabe.
6. Next Meeting Date.
The next regular meeting of the BEC will be on Thursday, February 28, 2019 at 7:30 a.m.

MOTION BY PETSCHL and SECOND BY DRISCOLL to adjourn the meeting. Motion adopted unanimously. The
meeting adjourned at 8:26 a.m.
