HomeMy WebLinkAbout4(A) 04 15 2019 City Council Minutes 1 4646 Dakota Street SE Prior Lake, MN 55372 REGULAR CITY COUNCIL MEETING MINUTES April 15, 2019 CALL TO ORDER Mayor Briggs called the meeting to order at 7:02 p.m. Present were Councilors Thompson, Burkart, Braid and Erickson, City Manager Plante, City Attorney Schwarzhoff, Assistant City Manager Olson, Finance Director Erickson, Interim Police Chief Hodges, Fire Chief Steinhaus, Community Development Director McCabe, Public Works Director/City Engineer Andy Brotzler, Assistant City Engineer Monserud and City Clerk Orlofsky. OATH OF OFFICE Mayor Briggs provided the Oath of Office to Interim Police Chief Gudmundson. PUBLIC FORUM Briggs: Reviewed the process for the public forum and explained that items scheduled for public hearing or items for which a public hearing has been held but no final action taken, are not eligible for discussion on the public forum. Kim Churchill,16209 Evingston Circle SE , addressed the City Council in regards to Mental Health Facility with the Crisis Beds legislation that was approved. Briggs: Commented on Item 5I and thank the SMSC for their generous grant of $150,000 for the First Quarter for Public Safety in Prior Lake. PRESENTATIONS No Presentations Scheduled PUBLIC HEARINGS No Public Hearings Scheduled OLD BUSINESS No Old Business Scheduled NEW BUSINESS DRAFT 04 15 2019 City Council Meeting Minutes 3 9A Consider Approval of a Resolution in Opposition to House File 1971 and Sen- ate File 2155 Cathy Erickson, Finance Director, presented this agenda report dated April 15, 2019. Amy Stuckleburg, Northland Securities, addressed the City Council. Braid: Commented that the Bond Sale occurring before the opening of bids on 21/13 is counter- intuitive to him, however; after reading the staff report it does explain that the City needs to pay the County it’s cost share within the 30 days. So it makes the optimal process not an option in this case because this is a County run Project at 21/13 with State and Federal Funding Require- ments. Braid also has concerns with the projects unforseens and so he is comfortable with leav- ing the not to exceed amount the same, as staff as suggested so they can investigate the en- crypted radios. Thompson: Agreed with staffs recommendation. Briggs: Added that he would support the motion as staff recommends. On the encrypted radios he had a couple of thoughts as far as need and timing and where the costs will potentially go on those radios in the next two years. Briggs applauded staff for recommending a delayed pur- chase on the encrypted radios, as the cost could come down or the technology may shift over the next two years. Erickson: Asked staff if the Council needed to specify in their motion that approval does not in- clude the purchase of the encrypted radios. Director Erickson: Explained that as long as the Council gave direction that to not include the encrypted radios they will not include it at the time of Sale. ITEMS REMOVED FROM THE CONSENT AGENDA No Items Removed from the Consent Agenda Name: Text COUNCILMEMBER LIAISON UPDATES No Councilmember Liaison Updates Erickson: Meet with the Taskforce for the Orderly Annexation Agreements and it went well. DRAFT 04 15 2019 City Council Meeting Minutes 4 Braid: On April 4th he attended a metting on Affordable Housing, Also on April 4th Braid attended the Taskforce for Orderly Annexation Agreements. Braid met with Mangaer Plante to discuss a variety of issues that residnets and businesses have brought forward. The April 8th and Econmoic Development Board and the April 8th Planning Commission Meetings were canceled. On April 10th Braid attended the Housing First Presentation at Prior Lake City Hall. The April 11th Construc- tion kickoff was canceled due to weather. On April 12th Braid attended an Agenda review with Councilor Erickson and Manager Plante. Briad also extended a Happy Birthday to Councilmember Burkart and City Manager Plante. Burkart: April 2nd Burkart had the Suburban Transit Authority Conference Call. April 4th he at- tended the Sunfish Settlement Meeting, April 4th Burkart met with Director MaCabe and Councilor Braid about the Beacon Interfaith Housing Collaborative. April 5th Meeting SuburbanTransit Au- thority the Government Affairs Director for the Met Council and it was prepatory for on April 8th the Suburban Transit Authority met with the new Met Council Chair. On April 10th Minnesota Valley Transit Authority had a Board Meeting, they are sponsoring a contest called the Get on Board Challenge you can enter the contest through the website mvta.com. Thompson: Reminded the residents about the Carp Seine and encouraged residents to view it if they have a chance. Briggs: April 2nd Meeting with the Prior Lake American to discuss Development Improvement Fees. April 4th Attended a State-of-the-state Board meeting for the YMCA. Learned that the di- versity change that it is occurring rapidly in the state of Minnesota is seen 1st in your schools. In following up here in Prior Lake, I learned that is indeed the case. The greatest diversity is seen in our elementary schools, followed by middle school and then our high school. April 4th meeting with attorneys representing homeowners in the Sunfish Bay area seeking an agreement related to lakeshore access. April 5th SCALE Executive Committee Meeting. April 5th Meeting with the League of Minnesota Cities to learn about legislative change. April 8th Meeting with Scott County 1st Stop Shop and Director McCabe to discuss affordable housing in Prior Lake. April 9th Presented road project update at the Fairview Clinic in Prior Lake with Manager Plante. April 10th Attended the Housing 1st Presentation here in City Hall: Priced Out: The True Cost of Minnesota’s broken housing market. April 10th Attended our SCALE Post-Secondary Education Meeting. OTHER BUSINESS / COUNCILMEMBER REPORTS 12A STREET PROJECT UPDATE Monserud: Gave a report that the open house has been rescheduled on April 26 from 4-6 Pm and the Location is yet to be determined. Plante: Provided an update on the Police Chief Hiring process. Interviews will be conducted on Friday, April 19th.
