Maintain quality local street system based on a financially stable plan that meets Overall Condition targets. DISCUSSION: Introduction The purpose of this agenda item is to initiate the process for local improvements set forth in the 2020 portion of the 2019-2023 Capital Improvement Program in ac- cordance with Minnesota Statutes (M.S.), Chapter 429. History The City uses the Five Year Capital Improvement Program to plan its infrastruc- ture improvements and the financing for capital improvements. The 2020 Im- provement Project proposes to reconstruct the street and upgrade utilities within the project areas. The M.S. Chapter 429 process applies to all projects that will be financed in whole or part through special assessments or bond proceeds. The first step in the pro- cess is for the Council to order the preparation of a Feasibility Report for the im- provement projects. The Feasibility Reports will address options and costs for the utility upgrades and street reconstruction of the streets. City assessment policy will be applied to the preliminary assessment calculation which is completed as a part of the Feasibility Report. Current Circumstances The 2019-2023 Capital Improvement Program identifies improvement of three ar- eas which are referred to as the 2020 Fish Point Road Improvement Project: • Fish Point Road from CSAH 44 north to TH 13 • Hidden Oaks Circle / Timberview Street / Timber Trail • Millers Circle / Glory Circle / Omega Trail The project requires special assessments and financing through bond proceeds, and therefore require the City to follow the requirements of M.S. Chapter 429 in- cluding the preparation of the Feasibility Reports. 2 The primary purpose for proceeding with this project is to upgrade the street condi- tions and utilities. The pavement condition is extremely poor and requires recon- struction in accordance with the city’s desire to maintain high OCI ratings on its roadways. Conclusion Ordering the Feasibility Report is the first step in the reconstruction process. The Feasibility Report will provide the details needed for the City to make decisions on how to proceed. ISSUES: The City is required to assess a minimum of 20% of the cost of a public improve- ment project completed through the Chapter 429 process and financed through G.O. bonds. The Feasibility Report will determine the estimated costs of improve- ments and methods of financing. The Feasibility Report will also determine if the assessment will meet the minimum requirement as set forth in the Chapter 429 process. The preparation of the Feasibility Report is only the first step in the public improve- ment project process. Following receipt of the Feasibility Report, the Council will direct City staff to abandon or proceed with the improvement project, depending upon whether the requirements for the Chapter 429 process are being met. If the Chapter 429 process is to proceed, the Council can then schedule a Public Hear- ing to consider resident feedback on the project. Following a Public Hearing, the Council will consider whether to move forward by authorizing the preparation of plans and specifications. Once completed, the City Council will be asked to ap- prove the plans and specifications, authorize advertisement for bids and then award the contract. FINANCIAL IMPACT: The financial impact of the project will be further analyzed in the Feasibility Report including the preparation of preliminary assessment calculations. The CIP esti- mate for the Fish Point Road improvement project is $5,960,399. ALTERNATIVES: 1. Motion and a second to adopt a resolution as part of the consent agenda or- dering the preparation of a Feasibility Report for the Fish Point Road Improve- ment Project (TRN20-000001). 2. Remove this item from the consent agenda for further discussion. The recitals set forth above are incorporated herein. 2. WSB is hereby authorized to provide engineering services for the 2020 Fish Point Road Improvement Project. These services will include the feasibility report, surveying, geotechnical exploration, design, construction testing and construction staking. 3. WSB is authorized to proceed with the feasibility report, surveying, geotechnical exploration, and design for the 2020 Fish Point Road Improvement Project. 4. The Mayor and City Manager are authorized to execute the City’s Standardized Professional Services Contract with WSB on behalf of the City for the 2020 Fish Point Road Improvement Project. 5.
