PUBLIC HEARING TO CONSIDER A RECOMMENDATION TO THE CITY
COUNCIL RELATED TO THE APPROVAL AND SUBMITTAL OF THE CITY OF
PRIOR LAKE 2040 COMPREHENSIVE PLAN UPDATE
DISCUSSION: Introduction
Consider a recommendation to the City Council related to the approval and submittal
of the City of Prior Lake 2040 Comprehensive Plan Update.
History
Minnesota Statues Section 473.864 requires each local governmental unit to review
and, if necessary, amend its entire comprehensive plan, fiscal devices and official
controls at least once every ten years to ensure its comprehensive plan conforms
to metropolitan system plans and ensure its fiscal devices and official controls do
not conflict with the comprehensive plan or permit activities that conflict with
metropolitan system plans.
Current Circumstances
Minnesota Statutes and the Metropolitan Council specify the content guidelines and
requirements for comprehensive plans. In general, comprehensive plans contain
objectives, policies, standards and programs to guide public and private land use,
development, redevelopment and preservation for all lands and waters within the
City. The comprehensive plan specifies expected industrial and commercial
development, planned population distribution and local public facility capacities
upon which the plan is based. Finally, the plan contains a discussion of the use of
the public facilities specified in the Metropolitan Systems Statement which is
information regarding the City's relationship to the Metropolitan Systems
(transportation, transit, airports, sewers, and regional parks).
The City Council, Planning Commission and City Staff have been working for more
than one year on the 2040 Comprehensive Plan Update. The plan, which includes
the following chapters, is intended to meet the requirements of the Metropolitan
Land Planning Act and Metropolitan Council guidelines and procedures.

Chapter 11 – Resilience

Conclusion
Subsection 1108.804 of Prior Lake City Code states, the Planning Commission shall
review all requests for an amendment to the Comprehensive Plan or the
Comprehensive Plan Land Use Map at a public hearing and shall report its findings
and recommendations to the City Council.
If the Planning Commission recommends approval, the 2040 Comprehensive Plan
will be presented to the City Council for approval and authorization will be requested
to submit the plan to affected jurisdictions and the Metropolitan Council for review.
ISSUES: The Prior Lake Planning Commission previously held a public hearing on February
25, 2019 to consider the Surface Water and Water Supply chapters of the 2040
Comprehensive Plan, which were both recommended for approval by the Planning
Commission and approved by the City Council on March 4, 2019.
ALTERNATIVES: 1. Motion and a second to recommend the City Council approve a resolution
approving the 2040 Comprehensive Plan Update and authorizing staff to submit
the plan to adjacent and affected jurisdictions and the Metropolitan Council for
review and comment.
2. Motion and a second to table or continue discussion of the item for a
specific purpose as directed by the Planning Commission.
