REGULAR CITY COUNCIL MEETING MINUTES
MAY 6, 2019
CALL TO ORDER
Acting Mayor Thompson called the meeting to order at 7:01 p.m. Present were Councilors
Burkart, Braid and Erickson. Mayor Briggs was absent. Also in attendance were City Manager
Plante, City Attorney Schwarzhoff, Assistant City Manager Olson, Finance Director Erickson,
Interim Police Chief Gudmundson, Fire Chief Steinhaus, Community Development Director
McCabe, Public Works Director/City Engineer Brotzler, Assistant City Engineer Monserud and
City Clerk Orlofsky.
PUBLIC FORUM
Thompson: Reviewed the process for the public forum and explained that items scheduled for
public hearing or items for which a public hearing has been held but no final action taken, are not
eligible for discussion on the public forum.

MOTION BY BURKART, SECOND BY BRAID, TO THE APPROVE THE CONSENT AGENDA
BRAID: 5B CONSIDER ADOPTION OF ORDINANCE FOR GARBAGE HAULERS. IT’S A STEP
TOWARDS REDUCING UNNECESSARY REQUIREMENTS FOR COMMERCE WITHIN OUR
CITY.
5C- PARK HAVEN HOLDINGS ACKNOWLEDGED THAT THIS PRELIMINARY PLAT WAS AP-
PROVED UNDER A DIFFERENT FEE STRUCTRUE. THIS PLAT WILL HAVE DIRECT IM-
PACTS ON THE CITY ROADSWAYS AND INFRASTUCTURE AND THEY HAVE AGREED TO
WORK WITH THE CITY TO ASSIST WITH A COST PARTICIPATION TO FUND THOSE
STREET IMPROVEMENT PROJECTS. THAT IS WHY BRAID VOTED IN FAVOR TONIGHT.
5D – VOTING REQUIREMENTS FOR ZONING CHANGES. FUTHER PROTECTS PRIOR
LAKE’S FINITE COMMERCIAL LAND, BY REQUIRING A SUPER MAJORITY TO CHANGE
ZONING FROM COMMERCIAL TO ANY OTHER ZONING. BRAID THANKED HIS FELLOW
COMMISSIONERS AND COUNCILORS FOR SUPPORT TO CONTINUE TO DIVERSIFY PRIOR
LAKE’S COMMERCIAL TAX BASE.

5J – THE ITEM EXTENDS THE WORKING HOURS FOR THE HWY 13 AND 42 PROJECT. IT
WAS REQUESTED FROM THE DOWNTOWN BUSINESSES AND FEEDBACK FROM THE
RESIDENTS. THE EXTENDED HOURS SHOULD ALLOW SOME FLEXIBILITY TO GET THIS
PROJECT DONE AS SOON AS POSSIBLE TO REDUCE DISRUPTION TO OUR DOWNTOWN
AND ITS RESIDENTS.

PROCLAMATION:
Elena Spots, 3357 Malcolm Court SW, addressed the City Council and explained the Proclama-
tion and Tuberous Sclerosis Complex. Her son Sawyer who is four in a half and was diagnosed
with Tuberous Sclerosis Complex at the age of 16 months.
Thompson presented the proclamation to the Spot family.

COUNCILMEMBER LIAISON UPDATES
No Councilmember Liaison Updates
Erickson: 5/3 Attended the South Metro Water Resource seminar and it was very informative.

Braid: 4/16 attended a meeting with Manager Plante and a Veterans Group. More to come on this
item here in June. 4/19 Technology Village Board meeting. 4/22 Attended a Planning Commission
meeting where a few variances were discussed along with some unpermitted work. 4/25 Attended
the Construction Kickoff Meeting at Fongs and the tail end of the Police Chief Meet and Greet.
4/29 Attended the Planning Commission Work Shop where they discussed the Comprehensive
plan and lot size. Braid also spoke to numerous businesses and residents about the construction
project.
Burkart: 5/6 Attended the Suburban Transit Authority Meeting in St. Paul and the Mobility Man-
agement meeting in Shakopee.
Thompson: 4/18 Attended the CEC monthly meeting. 4/25 Attended the Construction Kickoff
Meeting at Fongs and the tail end of the Police Chief Meet and Greet.
OTHER BUSINESS / COUNCILMEMBER REPORTS
12A Street Project Update – Assistant Engineer Monserud provided an update.
