Integrate trails to link neighborhoods with city and regional assets. DISCUSSION: Introduction The purpose of this agenda item is to ask the City Council to accept bids and award a construction contract for the County Road 21 Trail Improvement Project. History In November of 2018, the Shakopee Mdewakanton Sioux Community (SMSC) an- nounced that they would be providing grants to public entities for the purpose of constructing new trails. The total amount of funds that they were providing was $300,000 and the maximum amount any one public entity could receive was $100,000. The conditions of the grant were that the public entities had to provide a minimum 20% match and that the trails had to be completed in 2019. The City applied for the grant and requested funding for the construction of new trail along the west side of County Road 21 from CSAH 42 south to Fountain Hills Road. This segment is the last gap in a 7-mile trail system along County Road 21 through the City of Prior lake. On January 7, 2019 the City was notified by the SMSC that we had been approved for the maximum trail grant of $100,000. At its January 22, 2019 meeting, the City Council authorized the preparation of plans, specifications and bid documents for the County Road 21 Trail Improve- ment Project. Current Circumstances The City received a total of seven (7) bids on May 8, 2019. The bids have been checked and tabulated. BKJ Excavating from Jordan, Minnesota submitted the low bid in the amount of $74,486.70. The lowest bid was under the engineer’s construction estimate of $97,739.25. The bid summary is provided as follows: COMPANY BID AMOUNT BKJ EXCAVATING $74,486.70 JL THEIS, INC. $89,587.64 2 NORTHWEST ASPHALT, INC. $92,613.70 BITUMINOUS ROADWAYS, INC. $97,324.60 SUNRAM CONSTRUCTION $101,904.00 URBAN COMPANIES $112,392.00 BARBER CONSTRUCTION CO., INC. $128,510.00 Conclusion Staff recommends award of this project to BKJ Excavating. FINANCIAL IMPACT: The cost estimate that was prepared as part of the application to the SMSC for the grant broke down the project costs as follows: Construction Costs $104,150.00 Contingency (10%) $ 10,415.00 Subtotal $114,565.00 Indirect Costs (28%) $ 32,078.20 Total $146,643.20 Based on this estimate, the City will be contributing $46,643.20 towards the project cost which exceeds the required 20% match. Based on the bids received the project costs are as follows: Construction Costs $ 74,486.70 Contingency (10%) $ 7,450.00 Subtotal $ 81,936.70 Indirect Costs $ 31,960.00 Total $113,896.70 With the bids recieved, the City will be contributing $22,779.34 towards the project cost which meets the required 20% match. This will result in refunding the SMSC approximately $8900 of the trail grant. The City’s portion of the project cost will be funded through the City’s Park Dedica- tion Fund. Park Dedication Funds can be used for the construction of new park and recreation facilities, including trails. ALTERNATIVES: 1. Motion and second to approve a Resolution accepting bids and awarding the City’ Standardized Construction Contract to BKJ Excavating for the County Road 21 Trail Improvement Project (PRK19-000002) as part of the consent agenda. 2. Motion and second to remove the claims list from the consent agenda for addi- tional discussion. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. BKJ Excavating is the lowest responsible bidder. 3. The Mayor and City Manager are authorized to execute the City’s Standardized Construction Contract with BKJ Excavating on behalf of the City for the County Road 21 Trail Improvement Project in the amount of $74,486.70. 4. Seven bids were received. The bids were checked for mathematical accuracy and tabulated. Please find enclosed the bid tabulation indicating BKJ Excavating, Jordan, Minnesota, as the low bidder with a grand total bid amount of $74,486.70. The Engineer’s Estimate for the project was $97,739.25. We recommend that the City Council consider these bids and award a contract for the grand total bid in the amount of $74,486.70 to BKJ Excavating based on the results of the bids received.
