Call to Order The meeting was called to order at 7:35 a.m. in the Wagon Bridge Conference Room at Prior Lake City Hall. Members present: Kim Prchal, Tom Driscoll, Thane Tande, Wade Larson, Stephanie Carroll, Jeff Petschl, and Sandi Fleck. EDA Liaison Annie Sheehan-Kerber. Staff present: Casey McCabe and Amanda Schwabe. 2. Approval of Meeting Minutes a. February 28, 2019 MOTION BY PETSCHL and SECOND BY PRCHAL to approve the February 28, 2019 meeting minutes. Motion adopted unanimously. . 3. Old Business a. Construction Communication Event Schwabe shared that the first Construction Communication event will be held on April 11, 2019 from 4-6pm at Fong’s. Attendance is encouraged. b. Construction Customer Attraction Assistance Update Schwabe provided an update on the subcommittee efforts including finalization of the #PLWorthIt logo and images. She explained that there are over 120 events planned during the remainder of 2019 in an effort to bring people to Downtown and South Lake Village area. 4. New Business a. BEC Commercial Area Liaison Visits MCCABE shared that additional information will be available following the Open House and recommended the liaisons visit their respective commercial areas in late April/early May. He stated that a liaison is needed for the Village Commerce / South Lake Village area. DRISCOLL volunteered to be the liaison for the Village Commerce / South Lake Village area. 5. Other Business a. EDA Meeting Update MCCABE summarized the topics from the EDA meeting held on March 11, 2019. SCHWABE shared that staff is still working with representatives of the Midwest Vintage Snowmobile Show (MVSS) regarding relocation. Staff has invited the group to Prior Lake to hear a proposal for how the City in conjunction with the SMSC can accommodate this event. b. Residential and Commercial Activity Update MCCABE provided an overview of the residential and commercial building permit activity as of February 28, 2019. c. Staff Update None. d. Member Ideas/Recommendations CARROLL questioned if there was an update on the Revere Way / County Road 21 intersection stu dy. MCCABE shared that the study is underway . 6. Next Meeting Date. The next regular meeting of the BEC will be on Thursday, April 25, 2019 at 7:30 a.m. 7. Adjourn. MOTION BY PETSCHL and SECOND BY TANDE to adjourn the meeting. Motion adopted unanimously. PREPARED BY: Casey McCabe, Community Development Director AGENDA ITEM: COMMERCIAL AREA LIAISON UPDATE DISCUSSION: Introduction The purpose of this agenda item is to allow BEC liaisons an opportunity to share feedback from recent commercial area liaison visits. History One of the committee’s duties outlined in the BEC Bylaws is, “To serve as a liaison between city government and the community through interaction with business leaders and community residents.” To help accomplish this, the BEC has previously assigned some of its members to act as a liaison to five specific commercial and industrial areas of the community. The role of the BEC liaison is to help communicate City and BEC activities with business owners and provide an additional point of contact for their questions and concerns. Current Circumstances One of the BEC’s goals for 2019 is to, “Continue to establish and define the commercial liaison program with additional visits and outreach programs.” The BEC commercial area liaison assign- ments for the commercial areas of the community are below. ➢ Downtown Area – Prchal / Petschl ➢ Deerfield Business Park / Welcome Avenue Industrial Area – Carroll ➢ Commerce Avenue / Fountain Hills Area – Larson / Tande ➢ Village Commerce / South Lake Village Area – Driscoll ➢ Gateway Area – Marco Conclusion BEC members should schedule time to complete their visits soon, if not recently completed, to share construction information. BEC members may wish to discuss their recent business liaison visits and share any information they received. FINANCIAL IMPACT: None. ALTERNATIVES: 1. PREPARED BY: Amanda Schwabe, Planner AGENDA ITEM: Community Partner Designation DISCUSSION: Introduction The purpose of this agenda item is to gauge interest from the BEC related to the creation and man- agement of a Community Partner Program. At the May 13, 2019 EDA meeting this topic was brought up and staff was directed to discuss with the BEC the development of a program to recognize busi- nesses and organizations who have demonstrated support of the Prior Lake community and the local economy. Current Circumstances A Community Partner Program would recognize a select number of businesses annually who have demonstrated themselves to be a “Community Partner”. Businesses would be nominated, and win- ners would be selected by a committee (the composition of which would need to be determined). Potential award would need to be determined, but recipients may receive a plaque, recognition by the city on social media and the City of Prior Lake Economic Development website, as well as a press release to the Prior Lake American. In addition, the recipient(s) may have the opportunity to use the recognition designation on their promotional materials. This type of program would require the development of eligibility criteria, selection parameters and award processes. Consideration would also need to be given to how and by whom this program would be promoted, managed and sustained. Conclusion Staff is looking for direction from the BEC as to whether they are interested and available to develop a Community Partner Program. FINANCIAL IMPACT: Costs would be associated with branding/marketing the program and purchasing recognition items (e.g. plaque, award, etc.) as well as in kind support that is currently TBD. PREPARED BY: Amanda Schwabe, Planner AGENDA ITEM: #PLWorthIt Sponsorship Opportunities DISCUSSION: Introduction The purpose of this agenda item is to solicit feedback and direction from BEC members regarding soliciting sponsors, sponsorship levels and associated benefits for sponsors of #PLWorthIt initiatives in 2019. History The EDA allocated funds for the #PLWorthIt campaign and directe d the creation of a Construction Customer Attraction Subcommittee (Subcommittee) to oversee expenditures. As part of this cam- paign existing and new events are being promoted to encourage the support of businesses in the Downtown and South Lake Village areas. Current Circumstances Staff has been approached by a local business with questions of how they can be involved and/or sponsor part of the #PLWorthIt initiative. While the Subcommittee briefly discussed sponsorship by local businesses, due to time constraints, the focus to date has been on branding/marketing and communication. Possible monetary sponsorship opportunities include (but are not limited to): • Cork, Suds and Grub • Chalkfest Supplies and/or Prizes • Giant Game Day (activity, game booth, inflatable rental) • Mini Ninja Course • Roundabout Rodeo Activity (food or music?) • Instagram Pop-Up In return for sponsoring, organizations may receive: • Advertising in Prior Lake American one-two weeks before event, in the City Newswire and on City of Prior Lake website, movingforward13-21.com website, and City of Prior Lake Economic Development website. • Recognition on Social Media (Facebook, Twitter, Instagram) • Press Release in Prior Lake American • Logo’d Signage During Event • Swag Distribution Possible in kind support opportunities may also be available to youth or civic organizations including (but are not limited to): • Assist with events (e.g. set-up/take-down/clean-up, work during events) • Host a #PLWorthIt Instagram Pop-Up and/or Guerrilla Marketing item(s) 2 Conclusion Promoting and accepting sponsorships from local businesses would allow the City to enhance new events while encouraging businesses and their staff to promote services/offerings while engaging with the community during the 2019 construction season. FINANCIAL IMPACT: Consideration should be given to the level of sponsorship and the associated benefits. Staff would work with the City Finance Director to allocate sponsorship funds to the appropriate accounts. ALTERNATIVES: 1.
