GOAL AREA AND OBJECTIVE: Public Safety 1. Ensure a safe and quality built environment. DISCUSSION: Introduction The purpose of the agenda item is to seek City Council authorization to enter into the City’s Standardized Construction Contract with Great Outdoor Services, LLC for the installation of a fishing pier at Sand Point Beach Park as identified in the Capital Improvement Program (CIP). History The existing fishing pier at Sand Point Beach was built over 30 years ago. Sand Point Beach fishing pier is heavily used and is in need of costly repairs. Over the past several years, the pier has been have rebuilt and re-welded numerous times and following the completion of this season has likely reached the end of its useful life expectancy. Given the high level of use of this pier as a part of Sand Point Beach, it is anticipated that the desire for a fishing pier will continue with any future improvement plans developed for Sand Point Beach. Based on this anticipation, staff did proceed to procure quotes for the replacement of the existing fishing pier. Conclusion The City received two quotes for the pier; Marine Dock & Lift and Great Outdoor Services. While the quote from Marine Dock and Lift is substantially cheaper than Great Outdoor Services, the products quoted are significantly different in design and features; the difference being a residential design versus a commercial design proposed by Great Outdoor Services. The proposed dock from Great Outdoor Services includes a) concrete deck rather than a vinyl deck; b) wheels to assist with removal and installation of the pier; and, c) walkway width of 80 inches versus 60 inches. Great Outdoor Services, LLC, working with Shore Master is the only vendor identifiable to design and build a commercial duty pier of this design. City staff recommends Great Outdoor Services, LLC for the total amount of $74,288. Current Circumstances The replacement of the fishing pier at Sandpoint Beach was identified in the CIP. FINANCIAL IMPACT: Adequate funding for the replacement of the fishing pier at Sandpoint Beach is available within the Parks CIP Plan. ALTERNATIVES: 1. Motion and a second as part of the consent agenda to approve a resolution authorizing the execution of a contract with Great Outdoor Services, LLC to purchase and install a fishing pier at Sand Point Beach at a cost not to exceed $74,268.00. 2. Motion and second to remove this item from the consent agenda for additional discussion. We are using a 12 " galvanized steel truss frame with 2' x 2' concrete pavers for decking. The handrails are aluminum rails with some 32 " tall and the majority is 42 " tall railings. The 80 ' walkway will be hinged at 40 ' and at the tee end for easy disassembly. Each of these sections will have a series of dual poly tires on them to roll the sections out in the Fall and back in during the Spring , including the 8' x 20 ' Gangway to access the dock from the walkway . Th is fishing pier will be delivered disassembled and all assembly will be done on -site for initial installation. If this proposal works for you, and you would like to move forward, there will be a 50% down payment due to start construction of this fishing pier as it will be 100% custom made to fit your exact needs at Sand Point Beach Park.
