REGULAR CITY COUNCIL MEETING MINUTES
JUNE 17, 2019
CALL TO ORDER
Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Burkart, Braid,
Erickson, and Thompson. None were Absent. Also, in attendance were City Manager Plante, City
Attorney Schwarzhoff, Finance Director Erickson, Police Chief Frazer, Fire Chief Steinhaus,
Community Development Director McCabe, Public Works Director/City Engineer Brotzler,
Assistant City Engineer Monserud and City Clerk Orlofsky.
PUBLIC FORUM
Briggs: Reviewed the process for the public forum and explained that items scheduled for public
hearing or items for which a public hearing has been held but no final action taken, are not eligible
for discussion on the public forum.

MOTION BY BURKART, SECOND BY BRAID, TO REMOVE ITEM 5K A RESOLUTION AU-
THORIZING EXECUTION OF THE CITY’s CONTRACT FOR THE 2020 IMPROVEMENT PRO-

Road from CSAH 44 to TH13 and Adjacent Streets (TRN20 -000001):
Removed from the June 17, 2019 City Council Agenda.
5L. Consider Approval of a Resolution Authorizing the Execution of the City’s Standard
Labor and Materials Contract for the Purchase and Installation of a Fishing Pier at
Sand Point Beach Park: The motion carried.
5M. Consider Approval of a Resolution Appointing a Liaison to the 2019 Scott County
Unified Transit Management Plan Update Advisory Committee: The motion car-

10A. Consider Approval of a Resolution Approving a Public Property Use Permit for
Boathouse Brothers Brewing Co.
Emmet Swartout, Owner of Boathouse Brother Brewing, explained he is requesting the
private use of public property for a patio permit. Swartout confirmed that the brewery will
not allow smoking within certain parameters to the entrances or open windows of their es-
tablishment.
Schwarzhoff explained that smoking is not prohibited on city sidewalks or city parks. State
law prohibits smoking indoors but not outdoors.
Erickson moved, Burkart seconded, to adopt the resolution approving the Public Property
Use Permit with Boathouse Brothers Brewing Co. LLC.

10B. Consider Approval of Consumption and Display Liquor License for Boathouse
Brothers Brewing Co. LLC
Emmet Swartout, Owner of Boathouse Brother Brewing, explained that the application
was for a consume and display permit. Boathouse Brothers Brewery would be regulated
specifically to only allow others to bring in wine to be served because people have dietary
needs. They don’t want to deter people from coming down to enjoy a craft beer because
they have an allergy. They hope to have a Corkage Fee for wine. Boathouse Brothers
Brewery would be open to having that written into the license with the City as they do not
want to serve a set-up fee for hard alcohol, they only wish to serve wine.
Erickson motion, Thompson seconded, to adopt the resolution issuing a Consumption
and Display Permit for Boathouse Brothers Brewing Co LLC at 16211 Main Avenue NE.

Acknowledged the commitment of the entire City Council for attending the SCALE, 6/15 Commu-
nity BBQ
Plante: Provided a handful of updates. Ordinance revisions and review are currently underway as
you can see three items were on this agenda this evening. SEH settlement has been reached and

will come before the City Council on the next agenda. Staff is reviewing the Local Government Aid
Agreement with the SMSC and will bring that forward in the future. Plante thanked the SMSC for
the tour of all their operations. All City Departments have submitted their budget information for
the future year. Prior Lake Torch Run is June 19th at 1:00 p.m. and thanked the City Officers who
were taking part in that program.
Erickson: Congratulated the Prior Lake Men and Women’s LaCrosse teams for winning the State
Championship.
