INTO THE CITY’S STANDARDIZED PROFESSIONAL SERVICES
AGREEMENT FOR THE REMOVAL AND RELOCATION OF THE CITY
MESSAGE BOARD SIGN
DISCUSSION: Introduction
The purpose of this agenda item is to accept the proposals for professional
service to remove and relocate the City’s message board sign located at the
corner of Arcadia Avenue and CSAH 21.
History
As part of the TH 13 and CSAH 21 intersection improvement project a
roundabout is to be installed at the intersection of CSAH 21 and Arcadia
Avenue. Because of the location of the proposed Arcadia Avenue
roundabout, the City message board sign must be moved. The City of Prior
Lake is responsible for relocating the message board sign prior to
construction of the intersection improvements.
Current Circumstances
Staff has requested proposals from two firms for the removal, relocation and
replacement of the electronics for the message board sign. The proposals
received are tabulated below:

Two proposals were received and were each reviewed. The proposals are
summarized below.
Albrecht Sign Company:
• LED sign area is larger than the current sign (3’ 2” x 6’ 6” active area)
• Uses a Daktronics brand sign which is a superior product than Adaptive
Premier Sign quoted in Sign Source proposal.
• Utilizes cellular data to operate. A lifetime data package is included.
• Unlimited users.
Sign Source:
• Sign active area is the same size as we currently have (3’1” x 6’3” active
area).
• Sign requires a fiber run.
• Works with current dongle and software located on a single employee
computer at City Hall.
• Single user is limited to one computer with dongle.
Conclusion
City Staff recommends that Albrecht Sign Company be selected to move
and upgrade the City message board sign in conjunction with the TH13 and
CSAH 21 intersection improvement project.
FINANCIAL
IMPACT:
Funding to for the relocation of the message board sign has been
incorporated in the TH13/CSAH 21 funding.
ALTERNATIVES: The alternatives are as follows:
1. Approve as part of the consent agenda a resolution awarding the City’s
Standardized Professional Services Agreement with Albrecht Sign
Company.
2. Remove item from consent agenda for additional discussion.

A RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGER TO ENTER INTO THE
CITY’S STANDARDIZED PROFESSIONAL SERVICES AGREEMENT FOR THE REMOVAL
AND RELOCATION OF THE CITY MESSAGE BOARD SIGN

WHEREAS, The City of Prior Lake is responsible for relocating the message board sign at Arcadia Avenue and CSAH
21 prior to construction of the TH13/CSAH21 intersection improvements; and,
WHEREAS, The City does not have the equipment or expertise to provide these services in-house; and,
WHEREAS,
The City received the following proposals for services:

WHEREAS,
City Staff recommends award of the City’s Standardized Professional Services Agreement to

NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are authorized to execute the City’s Standardized Professional Services
Agreement with Albrecht Sign Company in the amount of $47,740.00.
3. Funding for these services are included in the funding package for the TH13/CSAH21 intersection
improvement project.
