INTRODUCTION: The City of Prior Lake has a total of 32 usable boat slips, 16 each at
Sand Point Beach and Watzl’s Beach. Currently, the slips are allocated
toward the following usages:
• 8 seasonal rental
• 12 overnight rental
• 10 daytime use only (first come, first serve)
• 2 Scott County Sherriff
Background
In 2016, the City Council approved converting eight boat slips, four at
each beach, into seasonal rentals for a fee of $3,500 per season. Since
that time, the city has maintained a “wait list” and fielded numerous
inquiries about seasonal boat slip availability. Currently, three of the eight
seasonal slips are rented to Prior Lake residents with the remainder
rented to individuals from Savage, Lakeville and Apple Valley. The 2019
“wait list” includes three Prior Lake residents and six from Savage. At the
same time, the overnight rentals continue to be underutilized. The city
has charged a fee for overnight slip rental since 2005, but these slips are
rarely rented except for over the July 4th holiday. The resident and non-
resident rates for these slips are $85/$115 for the weekend and $70//$90
for week.
Proposal
Staff proposes to eliminate the overnight rental of slips and increase the
total number of seasonal slip rentals to 16 (eight per beach) and convert
the remaining slips to daytime use only. There is no fee for daytime
usage of city boat slips. The breakdown looks like this:
• 16 seasonal rental
• 14 transient (day use) docks
• 2 Scott County Sheriff
The attached layouts show the current and proposed changes.

Staff proposes giving Prior Lake residents priority reservation status and
once the resident rental period is over, the remaining slips would be
available to non-Prior lake residents at a higher rental fee.

Staff proposes an increase in the seasonal slip revenue to support a
seasonal staff hourly rate increase to remain competitive with Valley Fair,
Canterbury Downs, Lifetime Fitness, Kids Company and other seasonal
employers. In addition, both Savage and Shakopee pay higher hourly
rate for their seasonal staff than Prior Lake. Recruiting seasonal help is a
challenge and has been for several years. The increase in revenue will
ensure the city has seasonal employees to staff summer recreation
programs.
