CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE MAYOR AND
CITY MANAGER TO EXECUTE A STANDARDIZED PROFESSIONAL
SERVICES AGREEMENT ENGINEERING SERVICES RELATED TO THE 2019
TH 13 WATERMAIN REPAIR PROJECT.

1. Provide clean and safe drinking water for the community and protect drinking
water resources.
DISCUSSION: Introduction
The purpose of this resolution is to authorize the Mayor and the City Manager to
execute the City’s Standardized Professional Services Contract for Engineering
Services related to the 2019 TH 13 Watermain Repair Project.
History
The City municipal water system includes two lake crossings that provide service
to the northeast area of the community. This past February one of the two
crossings located along TH 13 broke and has been shut-off since this time. There
have been breaks in this line previously that have been spot repaired by
excavating. Staff had originally anticipated that repairing this break could be
completed by excavating. However, due to the location of the break and its
proximity to the lake combined with the higher water levels this year, open trench
excavation was deemed to be unfeasible. Therefore, staff has researched the
installation of new replacement line by directional drilling which will address the
break and provide a new line along the entire route. Replacement of this line is
recommended to restore reduncy to the water service in the area of the city.
Current Circumstances
The 2019 TH 13 Watermain Repair Project consists of directionally drilling new
watermain along TH 13 between Rustic Road SE and Boudin Street NE. The
existing watermain will be abandoned in place, pending approval from the
Minnesota Department of Transportation (MnDOT).
A scope of services has been received from WSB and is attached for reference.
WSB recently completed a similar project for the City as part of the Well #6 Raw
Watermain Project, and has provided initial background information on this repair
project related to permitting from MnDOT and the Minnesota Department of
Natural Reources for crossing a public water body.
The preliminary estimated construction cost for this repair is under $175,000. It is
therefore anticipated that quotes will be able to be solicited for the completion of
the project.
Conclusion
City Staff recommends hiring WSB to complete the design and specifications for
the TH 13 Watermain Replacement project.
ISSUES: In order to deliver this project for the 2019 construction, the design must be
developed soon. W SB can meet this timeline.

IMPACT:
The repair project will be funded from the water operating budget.
ALTERNATIVES: 1. Approve a resolution Authorizing the Mayor and City Manager to execute a
Professional Services Contract with WSB for the TH 13 Watermain
Replacement Project.
2. Deny this item for a specific reason and provide staff with direction.

CITY’S STANDARDIZED PROFESSIONAL SERVICES CONTRACT FOR THE TH 13
WATERMAIN REPAIR PROJECT

WHEREAS, Certain repairs and replacement of watermain along TH 13 between Rustic Road
SE and Boudin Street NE are necessary; and
WHEREAS, In order to allow for completion of the repair work in 2019, it is necessary to begin
the design for the watermain repair at this time; and
WHEREAS, The City does not have in-house resources to provide these professional services;
and
WHEREAS, The City solicited a letter proposal for WSB & Associates in the amount of $26,270
for the preparation of plans and specifications for the TH 13 Watermain Repair
Project; and
WHEREAS, The proposal review determined that WSB & Associates provides the best value for
the City.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. WSB & Associates is hereby authorized to provide engineering services for the TH 13
Watermain Repair Project.
3. The Mayor and City Manager are authorized the City’s Standardized Professional Services
Contract with WSB & Associates on behalf of the City for the TH 13 Watermain Extension
Project.
4. Funding for these engineering services will be drawn from the Water Operating Fund.

Re: Proposal to Provide Professional Engineering Services
2019 TH13 Watermain Extension Project
Dear Mr. Theisen:
On behalf of WSB, we are pleased to submit this proposal to provide final design and material
testing services for the City of Prior Lake 2019 TH 13 Watermain Extension Project. A separate
proposal will be submitted to the city for the construction phase of the project. See attached map.
PROJECT UNDERSTANDING
The 2019 TH 13 Watermain Extension Project consists of directionally drilling new watermain along
TH 13 between Rustic Road SE and Boudin Street NE. The existing watermain will be abandoned
in place, pending the approval of the Minnesota Department of Transportation (MnDOT).
ASSUMPTIONS
It is assumed that the watermain will be directionally drilled and the existing line will be abandoned.
The City will obtain any necessary rights-of-entry/temporary easements from adjacent private
property owners to allow for topographic survey work, geotechnical evaluations and eventually,
contractor access and storage of materials associated with the project. It is also assumed that this
project will be quoted. WSB will assist with the quoting process and help determine appropriate
contractors to request quotes from.
SCOPE OF SERVICES
The following list of tasks is needed to design and complete the contr act documents necessary to
construct the project as described:
Task 1: Final Design
WSB will prepare the construction documents for this project including final plans, cost estimate
and project specifications. This work also includes performing site surve y and geotechnical
evaluation including taking four borings at the site.
The geotechnical evaluation will require the drilling rig access the proposed watermain alignment
from TH 13. This will require additional traffic control measures and a permit from the MnDOT for
a partial lane and/or shoulder closures along southbound TH 13 during the drilling work. WSB is
recommending four (4) soil borings be com pleted as a part of the geotechnical evaluation in an
effort to provide contractors sufficient information regarding soil conditions such that more accurate
bid unit prices can be realized and also to limit the City’s exposure to risks associated with unknown
soil conditions.

WSB assumes that the watermain construction work will require MnDOT right-of-way, Department
of Natural Resources license to cross, and Minnesota Department of Health permits. WSB will
coordinate and submit these permits as part of the project. The fees associated with these permits
will be paid by the City. It is estimated that the license to cross fee will be approximately $2,200.
We also assume that utility coordination will be required with this proje ct. WSB will perform a
Gopher State One Call, survey existing utilities and hold a utility coordination meeting during the
design process.
Task 2: Quoting Assistance
WSB will prepare and send out requests for quotes to appropriate contractors. During the quote
process, WSB will field questions and receive quotes.
BASIS OF COMPENSATION
WSB & Associates will provide the services as outlined in the Scope of Services. Our budget was
developed based on our understanding of the scope and experience with similar past
reconstruction projects. A summary of the costs for each phase of the project is as follows:

Based on the proposed task hour budget, WSB will complete the scope of work previously
discussed on an hourly basis for an amount of $26,270. If additional work outside of the above
described scope is determined necessary, it will proceed only after City approval. This additional
work would be billed on an hourly basis in accordance with the WSB 2019 Fee Schedule.
We are available to begin work immediately on this contract upon City approval. We appreciate
