CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING MAINTENANCE
OF WELL #6
GOAL AREA AND
OBJECTIVE:
Environmental Stewardship & Recreation
1. Provide clean and safe drinking water for the community and protect drinking
water resources.
DISCUSSION: Introduction
The purpose of this agenda item is to seek City Council authorization to enter into
the City Standardized Contract with Bergerson-Caswell to complete maintenance
for Well #6 in the amount of $51,361.00.
History
The City operates seven wells to provide the water supply to the residents. Each
year the above ground components are visually inspected. More in-depth
inspections are completed every 6-8 years. These inspections include pulling the
pump from the well, opening up the pump and testing the electrical components,
televising the drop pipe and well bowl, and identifying necessary maintenance
repairs. These repairs can range from pump maintenance, well casing
replacement to full redevelopment (cleaning excess material out of the well
cavern).
Well #6 was installed in June 2001 and was a primary well for the City’s water
supply system unitl 2009 when the water treatment plant was brought on-line. Not
being connected to the water treatment plant, Well #6 has been used intermittently
since 2009 during peak demand periods.
In 2018, the City and SMSC entered into a joint powers agreement for the
production and purchase of water from the newly constructed SMSC South Water
Treatment Plant that is now on-line. As part of this collaborative effort, a raw water
main line was extended from Well #6 to the SMSC South Water Treatment Plant
to provide raw water for treatment. With the completion of this project, Well #6 will
again be used as a daily production well.
Current Circumstances
An in-depth inspection of Well #6 was completed earlier this summer in
preparation for placing the well back into daily production. From this inspection, it
was found that several sections of the drop pipe need to be replaced, the head
shaft needs to be replaced and the pump bowl assembly needs to be rebuilt. It will
also involve reconditioning of the pump motor and reinstallation.
ISSUES: The maintenance being proposed for Well #6 is typical for a well of this age. As
the inspection was completed by Bergerson-Caswell, only one quote was solicited
for this maintenance work for continuity.
FINANCIAL
IMPACT:
The water operating budget includes funding for this type of maintenance on an
annual basis.
ALTERNATIVES: 1. Approve a resolution accepting quote and authorizing the execution of the
City’s Standardized Contract with Bergerson-Caswell for the maintenance
and repair of Well #6.

3. Deny this agenda item for a specific reason and provide staff with direction.

A RESOLUTION AWARDING A CITY STANDARDIZED CONTRACT BERGERSON-
CASWELL FOR THE MAINTENANCE OF WELL #6
Motion By: Second By:
WHEREAS, Well #6 was installed in 2001; and,
WHEREAS, Well #6 is now connected to the SMSC South Water Treatment Plant to provide
raw water for treatment; and,
WHEREAS, A full inspection was completed on Well #6 by Bergerson-Caswell Company; and,
completed the full inspection of the well and incorporates a warranty both of their
inspection and repair work.
WHEREAS, Certain maintenance and repairs are necessary to replace sections of the drop
pipe, replacement of the head shaft, rebuilding of the pump bowl, and
reconditioning of the pump motor.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council authorizes a contract with Bergerson-Caswell with the expenditure of
$51.361.00 for the maintenance of Well #6.
3. The funding for the well maintenance will be from 601-49400.00-54010.61.
