Welcome Lori gave a short update on the city manager position II. 2020 Preliminary Budget Overview (45 minutes) Cathy Erickson, Finance Director Lori invited everyone to attend the Sept. 3 work session on the budget. • Cathy gave an overview of schedule of the budget and preliminary budgets. • She showed a breakdown of all the different budgets. • Eileen asked where the money was held for reserves. Investments. • Bruce asked does credit rating look at 40% as a threshold for reserves. • Eileen asked how does the Harstad vs. Woodbury lawsuit affect the budget. Cathy explained there is a study evaluating future developments. • Kathy reviewed the tax base, tax rate, tax levy impact, tax rate and proposed tax levy change. • Eileen asked if staff looks at the high and low and not just the average • Bruce asked if the current county road project will affect the budget. That will come out of the transportation fund. • Alexandra asked if we are paying down the debt or just interest. We are paying both principle and interest. Cathy was not sure what the ration is. • Bruce asked what is in the construction fund. Road projects. III. 21/13 Project Update (45 minutes) Nicole Schmidt from Bolton & Menk • Andy gave an update on the project • Marcia has seen an increase in traffic on Pleasant but says there has been an increase in police presents and suggest talk to St. Michaels because that gets very busy once school starts. • Kim says Dawn at the dance studio on Colorado added cones and that helped slow down traffic. • Jessica asked how this is going to impact school buses. Schools have been aware of the construction and are included in updates. • Kim asked for an update on the State Highway 13 project. • Brandy was wondering if a light was going in at 12 for sure. IV.
