Strengthen collaboration between police and local communities to reduce crime and increase trust. 2. Enhance partnerships with community and public safety entities. 3. Ensure a safe and quality-built environment. DISCUSSION: Introduction As the Chief of Police, I have reviewed the workflow and structure of the Prior Lake Police Department. I have determined there is a need for one additional Commander. With the creation of this position we will also need an additional vehicle for this position. History As the Chief of Police, I have reviewed the workflow and structure of the Prior Lake Police Department. One area that needs additional resources and management is the investigative operations. Within the City and SMSC areas we are responsible for many criminal investigations are generated each day. Currently, the management of these investigations, evidence collected in these investigations is not managed by anyone person. Best practices would dictate a manager monitor and direct these vital and complex operations daily. Second our department currently has 40% of our staff with under two years of experience at PLPD. In order to train and develop our staff we need a position to coordinate and implement the future vision for the PLPD. To accomplish these goals, I have asked and been granted the latitude to create a second Commander position by converting an already existing FTE. This position will ensure the highest quality of service to the those who live, work and visit our City. Current Circumstances PLPD has the funds to purchase a new fully equipped staff vehicle, revenue neutral using forfeiture funds. ISSUES: The process for the selection or promotion for this position is underway and if this resolution is delayed the arrival and assembly of this vehicle will not occur in time for the new hire and appointment. FINANCIAL IMPACT: There will be no financial impact as this purchase will be coming from forfeiture funds account 235-42100.07-55550.00 ALTERNATIVES: 1. Motion and second as part of the consent agenda to adopt the resolution approving the purchase and equipment on Ford Taurus sedan not to exceed $28,426.67. 2. Motion and second to remove from the consent agenda for additional discussion. RECOMMENDED MOTION: Alternative #1 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 19-098 A RESOLUTION APPROVING THE PURCHASE AND EQUIPMENT OF A FORD POLICE SEDAN IN AN AMOUNT NOT TO EXCEED $28,426.67 Motion By: Second By: WHEREAS, The City of Prior Lake maintains a full-time police department which serves the City of Prior Lake and the Shakopee Mdewakanton Sioux Community (SMSC); and WHEREAS, WHEREAS, The Chief of Police is addressing a need for an additional Commander position and this position once staffed will require a fully equipped police vehicle; and This vehicle will be purchased from the State contract; and WHEREAS, The Prior Lake Police Department will use funds from the forfeiture account to make this purchase; and WHEREAS, The need for this vehicle is immediate and will serve to provide those who live work and visit our community with the highest level of police service. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. City Staff is authorized to purchase and equip a Ford Police Sedan in an amount not to exceed $28,426.67. 3. Funding for the purchases of these items shall come from 235-42100.07-55550.00 Passed and adopted by the Prior Lake City Council this 3rd day of September 2019.
