APPROVE RESOLUTION 19-102 – APPROVING A LANDSCAPING PLAN
ALONG THE CSAH 42 CORRIDOR BETWEEN RUTGERS ST AND
COMMERCE AVENUE AND TO AUTHORIZE A CONTRACT WITH MISSION
BAY FARMS FOR AN AMOUNT OF $16,324 TO FURNISH AND INSTALL
SPECIFIED LANDSCAPING

DISCUSSION: Introduction
This agenda item is requesting Council consideration to approve a landscaping
plan for the CSAH 42 corridor and authorize a contract for the installation of
specified landscaping on the south side of CSAH 42 between Commerce Ave and
west of Harbor Place NE.
History
The intersection of CSAH 42 and TH 13 was reconstructed in 2018. As part of this
project five homes were removed between Commerce Avenue and Rutgers Street
adjacent to CSAH 42. This area was originally slated to extend Commerce
Avenue to Rutgers Street; it was ultimately decided to not complete the extension
of Commerce Avenue at this time. During construction, this area was used as a
laydown area to stockpile and process materials utilized for the project. Now that
the project has concluded, this area sits vacant.
Also, in order to extend a trail on the south side of CSAH 42, to accommodate a
turn lane to the Harbors Association, the vegetation and landscaping adjacent to
the Harbor Community Association along the CSAH 42 corridor had to be
removed. This landscaping was all located within Scott County right-of-way.
At the direction of the Council the City had a landscaping plan developed for these
areas to restore the areas with plantings and mulch. A copy of the landscape plan
is attached for reference, and has been reviewed and approved by Scott County.
Excess material from the project was utilized in these areas to create a berm for
the planting. The berming that has been completed compbined with the proposed
planting will provide additional screening for the adjacent properties.
This landscaping is considered temporary until such time that Commerce Avenue
is extended to Rutgers Street.
Current Circumstances
The areas in question have been graded and seeded per the plan. The next step
is to install the trees and mulch. The trees will be installed on top of the newly
created berms to enhance the barrier between CSAH 42 and the adjacent
properties.
ISSUES: Staff has spoken with two of the residents on Natalie Road whose property abuts
the vacant lot area. They raised concerns that the berm is not tall enough and that
the berm needs to be extended past the Commerce Avenue cul-de-sac.
Staff also discussed the improvements with the Harbors Community Association
representatives. They were supportivie of the proposed plantings and may
enhance some of the landscaping in the area at their expense. They did request
that the City replace the seeded area with sod in front of their property.
FINANCIAL
IMPACT:
As part of the preparation of the landscape plan, an estimate of $32,000 was
prepared. Based on the work completed by the contractor to construct the berms
for planting, the estimated price to contract for the installation of landscaping in
accordance with the plan is $16,324.00.
It should be noted that Scott County will reimburse the City for six of the trees
being planted in front of the Harbors Community.
Should the Council want to add any of the requests mentioned above to the scope
of the project, additional costs would be incurred.
ALTERNATIVES: 1. Motion and a second as part of the consent agenda to approve the planting
plan.
2. Motion and second to remove this item from the consent agenda for
additional discussion.

AUTHORIZE A CONTRACT WITH xxxx FOR FURNISHING AND INSTALLING SPECIFIED

WHEREAS, CSAH 42 reconstruction has been substantially completed; and
WHEREAS, The construction of a berm has been completed with the project; and
WHEREAS, A landscape and planting plan has been developed; and
WHEREAS, The City will be reimbursed by Scott County for six trees planted adjacent to the
Harbors Community.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The landscape plan is approved.
3. An agreement with Mission Bay Farms is authorized for furnishing and installing plantings as
specified.
4. Funding will be taken from the City Project Fund, 501-43500.00-55150.00 TRN17-000001.
