BUSINESS ENGAGEMENT COMMITTEE
MEETING MINUTES – August 29, 2019
1. Call to Order
The meeting was called to order at 7:42 a.m. in the Wagon Bridge Conference Room at Prior Lake City Hall. Members
present: Wade Larson, Jeff Petschl, Tim Marco, Stephanie Carroll, Sandi Fleck. EDA Liaison Marie Boucher-Hoese
and Annie Sheehan-Kerber. Staff present: Casey McCabe and Amanda Schwabe. Special Guest: Bella Drewes
2. Approval of Meeting Minutes
a. June 27, 2019
MOTION BY MARCO and SECOND BY LARSON to approve the June 27, 2019 meeting minutes. Motion
adopted unanimously.

4. New Business
a. Fast-Track Business Challenge
MCCABE provided an update on the 3rd Fast-Track Business Challenge by the Scott County FSS in
partnership with Technology Village. He explained the Fast-Track Business Challenge concept and stated
that this year it will be held on 10/24/19 at City Hall. Applications are due at the end of September. Prizes
include money and in-kind services. The public is welcome to attend the event on 10/24/19.
FLECK shared information on previous participants and encouraged members to like and share the information
on social media and to attend the event if you are available.
Other Business
a. EDA Meeting Update
MCCABE shared that the EDA met August 12th and approved a 2020 EDA levy and budget request for City
Council review and approval which includes additional funding via the levy. He stated that the EDA reviewed
and recommended Staff continue to work on the Wish Book concept.
CARROLL suggested a draft wish book be distributed and request additional suggestions.
SHEEHAN-KERBER recommended electronic books as opposed to printed as they will be ever changing.
SHEEHAN-KERBER provided an update on art conversations re: murals in downtown. She shared that a
muralist has been selected (Greg Preslicka Studios) for a mural on one wall of the Nuvera building. The
theme will be nostalgic Prior Lake. Mr. Preslicka will provide three sketches for review. The goal would be to
have the mural completed this Fall.
CARROLL suggested considering other options for #PLWorthIt as it may not be relevant in the future.
MCCABE shared that this project may lead to the development of an arts group and additional projects in the
future.
b. Residential and Commercial Activity Update
MCCABE provided an overview of the building permits issued through July 31, 2019.
c. Staff Update
i. 13-21 Construction Update
MCCABE shared that the schedule for 13/21 has changed due to being ahead of schedule and
having available crews. Work will begin on 13 near the intersection of 21 to remove materials and
build up 13. If all goes well, work in 2020 will include the intersection of 13/21 and Main Ave.
ii. #PLWorthIt Update
SCHWABE provided an update on Chalk Fest which will be held on September 20-21 and indicated
a call for volunteers will be coming in the near future. She shared that there will be a #PLWorthIt
table promoting Chalk Fest at the Fall Fest event at PLHS on September 16th.
PETSCHL and CARROLL offered to post Chalk Fest information on their respective business sites.
iii. BEC Openings / Term Expiration
MCCABE stated that the City is taking applications for members on advisory committees and there
are openings for the BEC currently.
Members discussed recruiting additional applicants.
d. Commercial Area Liaison Update
i. Meet and Greet: Berkshire Hathaway Home Services
LARSON shared that during a recent liaison visit Berkshire Hathaway Home Services expressed
interest in joining the BEC; however, they were not able to attend today. They recently opened
offices in the area of 13/42. We will place them on an upcoming agenda.
MCCABE stated that Mayor Briggs shared information with SMSC regarding having representation
on the BEC who has a relationship with the SMSC.
CARROLL suggested adding an additional liaison area which would include the commercial area
adjacent to the casino as well as the undeveloped area near 42/21.
e. Member Ideas/Recommendations
None
5. Next Meeting Date.
The next regular meeting of the BEC will be on Thursday, September 26, 2019 at 7:30 a.m.
6. Adjourn.
MOTION BY MARCO and SECOND BY LARSON to adjourn the meeting. Motion adopted unanimously. The meeting
adjourned at 8:33 a.m.
