Maintain quality local street system based on a financially stable plan that meets Overall Condition targets. DISCUSSION: Introduction The purpose of this agenda item is to initiate the process for the 2020 Street Overlay Project in accordance with Minnesota Statutes (M.S.) Chapter 429. History The City’s goal is to annually complete 3.5 – 4.0 miles of mill and overlay type improvement projects. The 2020 project anticipates the use of assessments to finance a portion of the project costs. The M.S. Chapter 429 process applies to all projects that will be financed in whole or in part through special assessments or bond proceeds. Current Circumstances The first step in the process is for the Council to order the preparation of a Feasibility Report for the improvement project. The Feasibility Report will identify the improvements to be made, estimate project costs, and a project financing summary. Similar to 2017, 2018 and 2019, it is proposed that the project will include assessments consistent with the City’s 2020 Fee Schedule. Concurrently, staff will complete the plans and specifications for the mill and overlay. Similar to what was done in 2019. Rather than doing an edge mill, a full width mill or the entire street from curb to curb will be completed. Then prior t o paving the new bitumous surface, a chip seal will be performed on the underlying pavement. The chip seal acts as an elastic buffer between the older pavement beneath and the new pavement above. The areas that will be a part of the 2020 Mill and Overlay (#STR20-000001) include; Windsor Lane, Wellington Court, Wyndam Court, Blind Lake Trail, Lexington Court, Wilderness Trail, Crimson Court, Cottonwood Lane, Jeffers Pass, Fairway Heights, Jeffers Court, Raspberry Ridge Road, Fairway Heights Court, Fox Tail Trails, Fox Tail Court, Wilderness Ridge and Raspberry Ridge Road. ISSUES: The Feasibility Report will determine the estimated costs of the improvements and the methods proposed for funding. FINANCIAL IMPACT: The Feasibility Report will be completed by City staff. The financial impact of the project will be further analyzed in the Feasibility Report including the preparation of the preliminary assessment roll. ALTERNATIVES: 1. Motion and second to approve a resolution ordering the preparation of a Feasibility Report for the 2020 Overlay Project and authorizing the preparation of plans and specifications. 2. Motion and second to remove this item from the consent agenda for further discussion and direction. RECOMMENDED MOTION: Alternative #1 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 19-127 A RESOLUTION ORDERING THE PREPARATION OF A FEASIBILITY REPORT FOR THE 2020 MILL AND OVERLAY IMPROVEMENT PROJECT AND TO AUTHORIZE THE PREPARATION OF PLANS AND SPECIFICATIONS Motion By: Second By: WHEREAS, The 2020 Public Improvement Revolving fund allots funding for annual mill and overlay improvements identified to be Windsor Lane, Wellington Court, Wyndam Court, Blind Lake Trail, Lexington Court, Wilderness Trail, Crimson Court, Cotton Wood Lane, Jeffers Pass, Fairway Heights, Jeffers Court, Raspberry Ridge Road, Fairway Heights Court, Fox Tail Trail, Fox Tail Court, Wilderness Ridge, and Raspberry Ridge Road; and WHEREAS, It is necessary to determine the feasibility of undertaking the construction of said improvements within this project area including partial depth milling of the pavement surface, spot subgrade corrections, underseal and an overlay of the streets with a new bituminous layer; and WHEREAS, It is proposed to assess the benefited property for all or a portion of the cost of improvements, pursuant to the Minnesota Statutes, Chapter 429; and NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. That the proposed improvements be referred to the Public Works Director for study and that the Public Works Director is instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvements are necessary, cost effective and feasible and as to whether they should best be made as proposed or in connection with other improvements, and the estimated costs for the improvements as recommended. 3. The Public Works Director shall prepare plans and specifications for the making of such improvements for the 2020 Mill and Overlay Project.
