This approval assures that Scott County and the City of Prior Lake are in agreement on the proposed design of the project and facilitates moving forward with MnDOT approvals. History The Preliminary Design process was initiated in 2018. Scott County contracted with the engineering firm Kimley Horn to lead this process. As part of the development of a preliminary design, a Project Management Team (PMT) was created to provide input on design for this improvement project. Current Circumstance The final design is now 95% complete. Scott County is requesting that the City Council authorize the City Engineer to approve the plans so that they can proceed with their final submittals to MnDOT. Approval of the plans and specifications by MnDOT is a necessary step due to the types of funding that are involved. City Staff recommend approval of the attached resolution authorizing the City Engineer to approve the final plans for the CR 42 Corridor Improvement Project. FINANCIAL IMPACT: The preliminary cost estimate of this project is $13,058,000 which includes right of way, design, and construction. The City’s contribution is shown as $590,000. As part of the CIP the City budgeted for this project as follows: Municipal State Aid $ 389,500 Tax Levy $ 155,600 Trunk Sanitary Sewer $ 60,000 Total $ 605,100 2 ALTERNATIVES: RECOMMENDED MOTION: 1. As part of the consent agenda approve a Resolution Authorizing the City Engineer to Approve the Final Construction Plans for the CR42 Corridor Improvement Project (City Project #TRN20-000003). 2. Remove this item from the Consent Agenda for additional discussion. A motion and a second for approval of alternative #1. 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 19-137 A RESOLUTION AUTHORIZING THE CITY ENGINEER TO APPROVE THE FINAL CONSTRUCTION PLANS FOR THE CR42 CORRIDOR IMPROVEMENT PROJECT (CITY PROJECT #TRN20-000003) Motion By: Second By: WHEREAS, Scott County has completed 95% plans for the CR42 Corridor Improvement project; and, WHEREAS, WHEREAS, WHEREAS, Scott County has requested City approval of the recommended CR42 final construction plans; and, Once CR42 final construction plans have been submitted and City comments have been addressed, the City Engineer is authorized to sign the final construction plans; and, Scott County and the City of Prior Lake will work cooperatively to identify the funding necessary to complete these improvements. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The City Council hereby authorizes the City Engineer to sign the final construction plans once submitted and determined that all City comments have been addressed. 3.
