PROMOTION OF NEW POLICE COMMANDER WILLIAM “LIAM” DUGGAN
The City Council has a tradition of formally swearing in new police officers who are
joining the city department. Tonight, Mayor Briggs will swear in William “Liam:
Duggan as the newest Prior Lake police commander.
Minnesota Statutes Section 358.10 entitled “Officials May Administer, when”
States: (a) All persons holding office under any law of this state, or under the
charter or ordinances of any municipal corporation thereof, including judges and
clerks of election, and all committee members, commissioners, trustees, referees,
appraisers, assessors, and all other authorized or required by law to act or report
upon any matter of fact, have the power to administer oaths they deem necessary
to the proper discharge of their respective duties.
Police Chief Steve Frazer will introduce the commander, then the Mayor will
administer the Oath, ask for comments from the commander, and then recess the
meeting temporarily (for 3-5 minutes) to allow time for pictures and
congratulations.
Commander Duggan comes to us from the Saint Paul Police Department. A
former Prior Lake resident, Commander Duggan started his law enforcement
career with the Burnsville Police Department. During his twenty-three-year career
he has had a great mix of suburban and urban policing.
Commander Duggan has vast experience training police officers locally, regionally
and nationally. Commander Duggan has also worked as an expert witness in
various areas of law enforcement.
Commander Duggan has worked as a patrol officer, SWAT officer, Field Training
Officer, Investigative Sergeant, Patrol Sergeant and Administrative Sergeant.
Commander Duggan is a graduate of Metro State University and is excited to be
joining the Prior Lake Police Department.
Council members are welcome to offer the officer their best wishes as part of this
agenda item.
