HomeMy WebLinkAbout6C Trinity Vincent Development Concept Plan Agenda Report 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: NOVEMBER 18, 2019 AGENDA #: 6C PREPARED BY: JEFF MATZKE, PLANNER PRESENTED BY: JEFF MATZKE AGENDA ITEM: PRESENTATION OF A CONCEPT PLAN FOR TRINITY VINCENT DEVELOPMENT SENIOR CARE FACILITY GOAL AREA AND OBJECTIVE: Economic Vitality Determine and strive for a balance commerce, industry, and population DISCUSSION: Introduction The purpose of this agenda item is to review a concept plan for a future senior care facility at 4285 Fountain Hills Drive NE. A concept plan review allows the City Council an opportunity to provide informal, non- binding feedback to the applicant. History The city’s zoning ordinance allows applicants to review their concept plans with the City Council in order to help direct them in the preparation of their land use applications (i.e., Comprehensive Plan Amendment and Rezoning). Current Circumstances Trinity Vincent Development has submitted a concept plan for a proposed senior care facility located at 4285 Fountain Hills Drive NE, south of County Highway 42, west of Pike Lake Trail. The site is approximately 4.6 acres. The property is currently designated as C-BO (Business Office Park) on the 2030 Comprehensive Plan Land Use Map and zoned C-3 (Business Park). This proposal would require a future comprehensive plan amendment change to C-CC (Community Retail Shopping) and a future rezoning to C-2 (General Commercial). The C-2 (General Business) zoning identifies typical land use such as retail and office businesses and other services including a senior care facility. Conclusion City staff and the applicant have discussed the concept plan which will be presented at the City Council meeting. In the attached narrative the applicant has listed further details regarding the purpose of the request. The City Council review process to approve this development project would include: 2 1. Separate Comprehensive Plan Amendment and Zoning Map Amendment (rezone) applications to change the designation from business park to general business. ISSUES: Prior to 2015 this site was zoned C-2 (General Business), however, the zoning was changed to C-3 (Business Park) in preparation of a general contracting and warehouse business that was proposed. The contracting business was not successfully placed on the site, yet the C-3 zoning remains. Properties east of the site along Fountain Hills Drive are zoned C-2 while undeveloped properties west of the site are zoned C-3. If zoning were approved for the project the site would undergo a site plan review and building permit process to ensure compliance with all grading, utility, parking, landscaping, lighting, architectural design, zoning, and building requirements. RECOMMENDED MOTION: No formal action is required now. The City Council should provide the applicant with comments, impressions, and concerns about this concept plan. Councilor comments are not binding, and the applicant should not rely on any statements made by an individual Councilor as the sentiment of the entire body. However, in the absence of City Council concerns, comments or suggestions to the contrary, the applicant will likely proceed with the development as presented in this concept stage. ATTACHMENTS: 1.
