DISCUSSION: Introduction
The purpose of this agenda item is to set the 2019/2020 school year
reimbursement amount for the School Resource Officer (SRO) services provided
to ISD 719, Prior Lake-Savage Schools.
History
The Prior Lake Police Department has provided SRO services to the Hidden Oaks
and Twin Oaks middle schools and the Bridges alternative learning center for
many years. The SRO handles police related issues at the schools as well as
providing a uniformed presence for the deterrence of criminal activity during the
school day. The SRO works with the building administration to address needs and
concerns.
There is a 2016-2019 joint powers agreement (JPA) in place that includes
automatic renewal for consecutive five year terms (through 2024) and includes a
2% increase in the reimbursement amount for each year within the automatic
renewal period (2020-2024). The 2016-2019 school year reimbursement amounts
are shown below:
Current Circumstances
Staff has reviewed the estimated costs to staff the SRO position for the 2019/2020
school year. The 2% renewal increase in the JPA has not covered the city’s
salary, benefits, vehicle, and training costs for the SRO. For the 2019/2020
school year the estimated cost is $52,680. City staff have reviewed the cost
information with Julie Cink, ISD719 Finance Director. She agrees with the
proposed cost reimbursement amount of $52,680 for the 2019/2020 school year.
ISSUES: The JPA with the school needs to be updated to revise the automatic renewal
increases to accurately reflect the city’s estimated costs and to review the
percentage of the annual SRO cost that is paid by the school district. The current
JPA states that the school district shall reimburse one-half of the costs incurred by
the city to employ the SRO.
Staff is only requesting Council approval for the 2019/2020 reimbursement amount
of $52,680. Staff will bring back an updated JPA for Council review and approval
for the 2020-2023 school years after the City Manager and School District staff
have reviewed the current JPA components.
FINANCIAL
IMPACT:
Based on the estimated SRO costs for the 2019/2020 school year, the city will
invoice the school district for a total of $52,680.
ALTERNATIVES: 1. Motion and second as part of the consent agenda to adopt a resolution
approving the 2019/2020 School Year Reimbursement amount for the Joint
Powers Agreement for the School Resource Officer with ISD 719, Prior Lake-
Savage Schools.
2. Motion and second to remove the consent agenda for additional discussion.

WHEREAS, The City of Prior Lake and Independent School District 719, Prior Lake – Savage
School Distrcit have a long history of collaboration; and
WHEREAS, Both parties agree that the school resource officer program in the middle schools
has been mutually beneficial; and,
WHEREAS, Both the City and the School District desire to continue this program from 2019/
2020; and,
WHEREAS, The reimbursement amount for the 2019/2020 school year has been revised to
$52,680.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The reimbursement amount for the 2019/2020 school year has been revised to $52,680.
