•Focused on community outreach and education on public safety issues
•The Committee felt a need to raise awareness with senior citizens that they are
often targeted for fraud. The Committee developed a fraud prevention sticker
designed to be placed on or near senior’s telephones to be a real-time reminder
that a person calling them may be seeking personal information to victimize them.
The Committee designed the sticker, had them printed, and then worked to
distribute them at community events.
•Extended outreach at community events with a table at Community Fest, and the
Farmer’s Market. Handed out crime prevention materials and answered questions
from citizens. Handed out materials at community events on internet safety, and
fraud prevention, domestic violence, and sex trafficking.
•Supported a proclamation for Domestic Violence awareness month. Added
domestic violence materials and sex trafficking materials into resources
distributed at community events and in the police department lobby.
•Crime prevention initiatives to reduce opportunity for crimes.
•Support of traffic law enforcement initiatives for neighborhood speed
enforcement and enforcement on Highway 13.

•Held 21 public hearings, recommended zoning actions related to community and economic growth including 6 plats totaling 124 residential units (two projects are pending) and acted upon 11 variance applications and 5 conditional use permits.
•Deliberated ordinance amendments in areas of dock regulation, driveway permits, chickens & bees, and public infrastructure funding processes.
•Improved communication to the community on land use projects by posting public notices to the Prior Lake website, posting public notice signage at the property and increasing the amount of information presented in public mailings and meeting communications.
•Attended an informative community tour with the City Council.
•Considered items related to lake usage and regulations related to boat slip ordinance amendments and controlled access lot CUPs.
•Continue to make decisions and recommendations
on subdivision and zoning applications throughout
the year.
•Consider Amendments to the Zoning Ordinance for
economic vitality (including, but not limited to,
home occupations and downtown design
guidelines).
•Continue to foster and strengthen engagement
and dialogue with the broader Prior Lake
community.

•The EDA invested in and implemented construction customerattractioneffortsviathe#PLWorthIt campaign.Campaignservedtoincreasecommunicationandencouragesupportofdowntownandsouthlakevillageareabusinessesduringconstructionin2019via:
•15 full color ads in the Prior Lake American
•Multiple events (Cork,Suds &Grub,Conquer Ninja,Chalk Fest)
•Instagram Pop -Up boards and Guerilla Marketing
•Social media and website ads,utility bill inserts,shorefront posters,stickers,window clings,banners,flags,sidewalk stamps,etc.
•Participated in a downtown stakeholder (residents,current andpotentialbusinessowners,etc.)open house event tocommunicateplansandeffortstomaintainandencouragetheeconomicvitalityofdowntownbusinessesthroughtheTH13/CR21 intersection improvement project and facilitatefuturedowntowndevelopment.
•Approved the creation and installation of additional public
parking wayfinding signage.
•Encouraged and supported continued research/study of the
nexus between the arts and economic development by
encouraging dialogue with community members and hosting an
art brainstorming session.
•Held joint meetings with the City Council,Business Engagement
Committee and the Citizens Engagement Committee to promote
partnerships and collaboration.
•Held numerous discussions related to future EDA investments to
facilitate commercial/industrial development in 2020.
•Welcomed over 80,000 square feet of new
commercial/industrial space in 2019 (KinderCare,Ironclad Self
Storage and Paragon Restoration II)representing approximately
$4M in increased C/I valuation;generating an estimated
$125,000 in total property tax payments.
•Utilize EDA Special Revenue Funds appropriately to accomplishtheapprovedeconomicdevelopmentinitiatives.
•Build upon the positive momentum encouraging additionaldowntowndevelopmentandredevelopmentopportunities.
•Launch an arts and culture task force to identify the benefitsofandencouragepublicartsinthecommunity.Tasks mayincludeaninventoryofexistingartandcultureexamples;identify public/private partnership opportunities;and developgoalsandrecommendationstotheEDArelatedtoenhancingartsandcultureinPriorLake.
•Launch a #PLWorthIt private/public campaign to createopportunitiesforresidents,business and property owners tocontributetothecommunityandberecognized.
•Continue to guide and support EDA advisory committees.
•Conduct an annual meeting with the Scott County CDA FirstStopShop,City Council,Planning Commission,EDA andTechnologyVillageBODtoidentifyreciprocalgoals.

•Worked with the Chamber of Commerce, EDA and Downtown & South Lake Village area businesses to generate awareness of construction activities and identify opportunities through the #PLWorthIt initiative to increase customer traffic in the downtown area during 2019 construction.
•Worked with city staff to create and promote an economic development focused website (priorlakeeconomicdevelopment.com) for businesses and residents who may be interested in locating or expanding their business in Prior Lake.
•Worked with city staff to develop a ‘Guide to the Commercial Development Process’ to be used as a guide for business owners/developers who wish to establish or expand a business in Prior Lake.

•In partnership with the Scott County First Stop Shop, the TVBOD assisted with the 3rd Annual FAST-TRACK Business Challenge, a Shark Tank style event for Scott County Businesses. The event was held in Prior Lake.
•The TVBOD hosted several networking and educational events including QuickBooks I, QuickBooks II, Unlock the Einstein Within and GrowthHackYour LinkedIn; Roundtables with Participants and Participant Breakfast meetings.
•The Board continued to support and work with the Scott County CDA-FSSto expand the business accelerator program county-wide. Technology Village provided a tour and an overview of its programming to the Post-Secondary Ed Action Team in March.
•Maintained 100% occupancy of available space in 2019 with four Participants (plus FSS) leasing space and four Virtual Participants. There is currently a waiting list for physical space.
•Launched a marketing program which included the development of videos for Technology Village and the FAST-TRACK Challenge, banners, social media postings and newspaper articles.
•Continue to support and implement the Technology
Village Phase II.5 Business Plan, primarily related to
program expansion of a Business Accelerator within Scott
County, through Scott County Live-Learn-Earn initiatives.
•Identify additional program participants, both virtual and
physical; to increase the number of Technology Village
related employees working in Prior Lake. Celebrate
“graduations” from the program and fill vacated space.
•Continue to support entrepreneurship through the Scott
County FAST-TRACK Challenge, promotion of local,
regional and state programs (such as Launch MN), MN
Cup, etc.
