2040 Comprehensive Plan Update

Prior Lake City Council
•MN Statues require each local governmental unit within the seven-county metropolitan region to review and, if necessary, amend its entire comprehensive plan, fiscal devices and official controls at least once every ten years.
•Guidelines and requirements for comp plans are specified by MN Statutes and the Metropolitan Council.
•objectives, policies, standards and programs to guide public and private land use, development, redevelopment and preservation for all lands and waters within the City.
•expected residential, industrial and commercial development, population distribution and local public facility capacities.
•public facilities and the City's relationship to the Metropolitan Systems
•transportation, transit, airports, sewers, and regional parks, etc.
Comprehensive Plans
•The Metropolitan Council is charged with reviewing local comprehensive
plans for completeness.
•A complete plan includes the elements required by statute and sufficient
information for the Met Council to evaluate the following three primary
criteria:
•Conformance with metropolitan system plans.
•Consistency with adopted policy plans.
•Compatibility with plans of affected and adjacent jurisdictions.
Plan Review
•Comp Plan preparation began in 2016 with Housing Needs Assessment and
Commercial and Industrial Demand Analysis.
•Amount of commercial, industrial and high-density residential land the City can
reasonably accommodate through 2040.
•Comp Plan drafted by city staff and several consultants
•Technical reports –transportation, stormwater, sanitary sewer, water, land use and
housing elements –completed by outside organizations.
The Process
•Public outreach efforts to encourage public participation in the 2040 Comp Plan update process.
•Intended to inform, engage and provide an opportunity to collaborate with all stakeholders.

•Social media,
•Public Open House events,
•Prior Lake PC, CC and EDA held many work sessions focused on specific elements of the plan,
•‘Pop -up’ meetings where city staff would go to where the public is already gathering

•Comprehensive Plan submittal requirements include:

Chapter 3 –Land Use
•The purpose of the Land Use element is to define future development and
redevelopment opportunities in the City.
•This chapter discusses:
•Population
•Existing land use
•Growth projections
•Planned future land use
Chapter 4 –Housing
•This chapter includes a discussion of:
•Housing goals and objectives
•Existing housing supply
•Future housing needs
Chapter 5 –Transportation
•Provides the guidance needed to make appropriate transportation-related decisions when:
•development occurs,
•elements of the transportation system need to be upgraded, or
•transportation problems need to be addressed.
•The Transportation Plan demonstrates how the City of Prior Lake will:
•provide for an integrated transportation system that will serve the future needs of residents & businesses,
•support the City’s development plan, and
•complement the metropolitan transportation system.
Chapter 6 –Parks & Trails
•Identifies existing recreation systems.
•Future recreation needs and a planned approach to meeting those needs.
•Ensure continuous improvement to the park and trail system through on-
going evaluation of evolving and changing community needs.
Chapter 7 –Surface Water
•This chapter details the Local Surface Water Management Plan (LSWMP)
that guides the management of the surface water system.
•The Planning Commission previously held a public hearing on 2/25/19 to
consider the Surface Water chapter, which was approved by the City Council
on 3/4/19.
Chapter 8 –Wastewater
•The Wastewater chapter covers:
•Collection and disposal of wastewater
•Current and future service needs
Chapter 9 –Water Supply
•This chapter evaluates and updates the City of Prior Lake’s water system plan.
•Future design considerations related to water system planning and infrastructure.
•Current and future water demands.
•Existing facilities and infrastructure along with the condition of the facilities.
•Future improvements are discussed to reflect how they will impact average and
maximum day pressures along with maximum day fire flows.
•The Planning Commission previously held a public hearing on 2/25/19 to consider
the Water Supply chapter, which was approved by the City Council on 3/4/19.
Chapter 10 –Economic Competitiveness
•Economic development in general is the retention, attraction and growth of
businesses in the community.
•Economic competitiveness is the examination of the institutions, policies
and other factors that strengthen Prior Lake’s ability to grow and diversify
the tax base.
Chapter 11 –Resilience
•Strategies to be more resilient in the face of a changing climate
•Solar access
•Water conservation
•Wellhead protection
•Natural resource protection
Chapter 12 –Implementation
•Previous chapters detail the next 20 years of growth and development in
Prior Lake and identify how the City will provide services to its residents.
•This chapter helps identify how Prior Lake intends to accomplish the goals
of the Comp Plan, the investments needed and when those investments will
be made.
Recommendation
•Motion and a second to approve a resolution approving the Draft 2040
Comprehensive Plan Update and authorizing staff to submit the plan to
adjacent and affected jurisdictions and the Metropolitan Council for review
and comment.
