Thompson was absent. Also, in attendance were City Manager Wedel, City Attorney Schwarzhoff, Fire Chief Steinhaus, Police Chief Frazer, Finance Director Erickson, Public Works Director/City Engineer Brotzler, Community Development Director McCabe, and City Clerk Orlofsky. PUBLIC FORUM Briggs: Reviewed the process for the public forum and explained that items scheduled for public hearing or items for which a public hearing has been held, but no final action is taken are not eligi- ble for discussion on the public forum. Robert Yurko, 16030 Eagle Creek Avenue SE, addressed the City Council requesting that City staff define holiday lights or holiday displays in the city code. Yurko believes that the city code does not protect their resident from light pollution. Wedel: Added that staff is currently undergoing an inventory of the city code and will focus on these changes as they review the section on lighting. Schwarzhoff: Explained that the lighting section is a part of the Zoning Code, and staff will try and look at it before the next Holiday Light season begins. Public Hearing to Consider Approval of a Resolution Ordering Improvements for the 2020 Mill and Overlay Project Brotzler: provided the background information. 2 DRAFT 02 03 2020 City Council Meeting Minutes Braid: Thanked staff for a job well done and stated that he liked the change of having the public hearing beforehand. Erickson: Asked if there will be any private streets in the project. Brotzler: Explained there are no private streets included in the project area. SE, Prior Lake, addressed the City Council and asked why the roads in the adjoining neighborhood were not included in this Mill and Overlay project as those roads are in worse condition. Brotzler: Explained that a Mill and Overlay is not as disruptive as a full reconstruction project and access is not typically an issue. The coordination that staff will need to undertake with prop- erty owners is with curb and gutter or sidewalk replacement in front of driveways. The project representatives will work with property owners during that time if that occurs. Brotzler: Added that the adjoining neighborhood streets have a lower OCI rating and is there- fore a candidate for a full reconstruction. A Mill and Overlay would not fix that road. The staff is working to keep up with the street system and replacements as needed.
