Maintain quality local street system based on a financially stable plan that meets Overall Condition targets. 4. Support complete street designs that ensure pedestrian mobility and multi-modal transportation options. RECOMMENDED ACTION: Adopt Resolution No. 20-___ - Authorizing the execution of the City's standardized professional services contract with Bolton & Menk for the 2021 Downtown South Road Reconstruction Project in the amount of $99,280. BACKGROUND: The purpose of this agenda item is to authorize the Mayor and City Manager to execute the City's Standardized Professional Services Contract for the 2021 Downtown South Road Reconstruction Project. These services will include project communication/public engagement, preliminary engineering/feasibility report, design services, surveying, construction administration and material testing. The 2021 Downtown South Road Reconstruction Project includes the following: • Main Street from CSAH 21 to Pleasant Avenue • Pleasant Avenue from TH 13 to Duluth Street • Colorado Street from Main Street to Duluth Street The project scope is proposed to be expanded to address the streets and utilities in the downtown south area comprehensively to include Main Street and Pleasant Avenue as noted. The 2021 Downtown South Road Reconstruction Project is planned for concurrent construction with the proposed downtown redevelopment project. The development of the scope of services has been prepared in collaboration with the Beard Group, specifically the planned project communication and public engagement. The project communication and public engagement for both the 2021 Downtown South Road Reconstruction Project and the downtown redevelopment project will be led by the consultant to maintain alignment for the completion of these two projects. City of Prior Lake | 4646 Dakota Street SE | Prior Lake MN 55372 Item «ItemNum» Page | 2 With the timing for the planned downtown redevelopment now being more clearly defined with construction planned for 2021, in order to meet a targeted December 2020 bid date for the street reconstruction project, it is necessary to move forward with consultant services at this time in advance of the establishment of the city’s consultant pool. Based on the success of the project communication and public engagement by Bolton & Menk for the 21/13 project through downtown, combined with Bolton & Menk’s familiarity with the project area, staff has negotiated a scope, schedule and fee with Bolton & Menk for professional engineering services in the amount of $501,194. The proposal includes the following activities: • Feasibility Report  Geotechnical Report • Topographic Survey • Design • Bidding Administration • Construction Testing Services • Project Close-out • Public Involvement Plan • Assessment Process • Project Communication and Community Engagement Given the location of the project area, the anticipated project coordination effort, access management and construction impacts, a project communication and public engagement program is necessary. This effort will be similar to the process that has been utilized with the CSAH 21/TH 13 project and conducted by the same team that has built relationships with business owners and residents in the area. At this time staff is only requesting the authorization of a portion of the proposal in the amount of $99,280. The Feasibility Report, a portion of the Project Communication/Community Engagement budget, a portion of the Project Coordination budget, the Geotechnical Evaluation and Survey. Costs for these items are broken out below. Feasibility $23,256 Topographic Survey $23,044 Geotechnical Evaluation $32,980 Community Engagement $10,000 Project Coordination $10,000 Total $99,280 FINANCIAL IMPACT: The financial impact of the project will be further analyzed in the feasibility report including the preparation of preliminary assessment calculations. The CIP currently identifies the completion of Colorado Street from Arcadia Avenue to Main Avenue. Following the completion of the feasibility report, recommendations for updating the CIP and associated funding requirements will be developed. ALTERNATIVES: 1. Approve a resolution authorizing the Mayor and City Manager to execute a Professional Services Contract with Bolton & Menk for the 2021 Downtown South Road Reconstruction Project in the amount of $99,280. 2. Resolution 20-028 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 20-028 RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE THE CITY’S STANDARDIZED PROFESSIONAL SERVICES CONTRACT FOR THE 2021 DOWNTOWN SOUTH ROAD RECONSTRUCTION PROJECT (TRN20-000002) IN THE AMOUNT OF $99,280 Motion By: Second By: WHEREAS, The 2019-2023 Capital Improvement Program identifies the Downtown South Road Reconstruction Project; and, WHEREAS, In order to allow for construction and planning in 2021, it is necessary to begin the feasibility report, surveying, and design at this time; and, WHEREAS, The City does not have in-house resources to provide these professional services considering other workload obligations and volume of work to deliver 2021 improvements; and, WHEREAS, The City solicited a proposal from Bolton & Menk for completion of the feasibility report, survey, geotechnical exploration, design, construction testing, and construction staking: NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. Bolton & Menk is authorized to proceed with the feasibility report, surveying, geotechnical exploration, project coordination and community engagement for the 2021 Downtown South Road Reconstruction Project, in an amount not to exceed $99,280. 3. The Mayor and City Manager are authorized to execute the City’s Standardized Professional Services Contract with Bolton & Menk on behalf of the City for the 2021 Downtown South Road Reconstruction Project. 4.
