Maintain quality local street system based on a financially stable plan that meets Overall Condition targets. 4. Support complete street designs that ensure pedestrian mobility and multi-modal transportation options. RECOMMENDED ACTION: Adopt Resolution No. 20-029 authorizing the preparation of the Feasibility Report for the 2021 Downtown South Road Reconstruction Project. BACKGROUND: The M.S. Chapter 429 process applies to all projects that will be financed in whole or part through special assessments or bond proceeds. The first step in the process is for the Council to order the preparation of a Feasibility Report for the improvement project. The Feasibility Report will address options and costs for the utility upgrades and street reconstruction. City assessment policy will be applied to the preliminary assessment calculation which is completed as a part of the Feasibility Report. CURRENT CIRCUMSTANCES: The 2021 Downtown South Road Reconstruction Project includes the following: • Main Street from CSAH 21 to Pleasant Avenue • Pleasant Avenue from TH 13 to Duluth Street • Colorado Street from Main Street to Duluth Street The project scope is proposed to be expanded to address the streets and utilities in the downtown south area comprehensively to include Main Street and Pleasant Avenue as noted. The 2021 Downtown South Road Reconstruction Project is planned for concurrent construction with the proposed downtown redevelopment project. With the timing for the planned downtown redevelopment now being more clearly defined with construction planned for 2021, in order to meet a targeted December 2020 bid date for the street reconstruction project, it is necessary to move forward with ordering the preparation of the Feasibility Report. City of Prior Lake | 4646 Dakota Street SE | Prior Lake MN 55372 Item 9B Page | 2 The project requires special assessments and financing through bond proceeds, and therefore requires the City to follow the requirements of M.S. Chapter 429 including the preparation of the Feasibility Reports. The Feasibility Report will provide the details needed for the City to make decisions on how to proceed. FINANCIAL IMPACT: The financial impact of the project will be further analyzed in the feasibility report including the preparation of preliminary assessment calculations. The CIP currently identifies the completion of Colorado Street from Arcadia Avenue to Main Avenue. Following the completion of the feasibility report, recommendations for updating the CIP and associated funding requirements will be developed. ALTERNATIVES: 1. Resolution No. 20-029 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 20-029 A RESOLUTION ORDERING THE PREPARATION OF A FEASIBILITY REPORT FOR THE 2021 DOWNTOWN SOUTH ROAD RECONSTRUCTION PROJECT (TRN20-000002) Motion By: Second By: WHEREAS, The 2021 Downtown South Road Reconstruction Project includes the following: • Main Street from CSAH 21 to Pleasant Avenue • Pleasant Avenue from TH 13 to Duluth Street • Colorado Street from Main Street to Duluth Street; and WHEREAS, It is necessary to determine the feasibility of undertaking the construction of said improvements within this project area including the construction of storm sewer, sanitary sewer, watermain, aggregate base, concrete curb and gutter, bituminous surfacing, streetlights and appurtenant work; and WHEREAS, It is proposed to assess the benefited property for all or a portion of the cost of the improvements, pursuant to Minnesota Statutes, Chapter 429. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. That the proposed improvements be referred to the City Engineer for study and that the City Engineer is instructed to report to the Council, advising the Council in a preliminary way as to whether the proposed improvements are necessary, cost-effective and feasible and as to whether they should best be made as proposed or in connection with other improvements, and the estimated costs for the improvements as recommended. th PASSED AND ADOPTED THIS 18 DAY OF FEBRUARY 2020.
