HomeMy WebLinkAbout20-029 2020 Order Feasibility Reports 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 20-029 A RESOLUTION ORDERING THE PREPARATION OF A FEASIBILITY REPORT FOR THE 2021 DOWNTOWN SOUTH ROAD RECONSTRUCTION PROJECT (TRN20-000002) Motion By: Braid Second By: Thompson WHEREAS, The 2021 Downtown South Road Reconstruction Project includes the following: • Main Street from CSAH 21 to Pleasant Avenue • Pleasant Avenue from TH 13 to Duluth Street • Colorado Street from Main Street to Duluth Street; and WHEREAS, WHEREAS, It is necessary to determine the feasibility of undertaking the construction of said improvements within this project area including the construction of storm sewer, sanitary sewer, watermain, aggregate base, concrete curb and gutter, bituminous surfacing, streetlights and appurtenant work; and It is proposed to assess the benefited property for all or a portion of the cost of the improvements, pursuant to Minnesota Statutes, Chapter 429. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. That the proposed improvements be referred to the City Engineer for study and that the City Engineer is instructed to report to the Council, advising the Council in a preliminary way as to whether the proposed improvements are necessary, cost-effective and feasible and as to whether they should best be made as proposed or in connection with other improvements, and the estimated costs for the improvements as recommended. VOTE Briggs Thompson Braid Burkart Erickson Aye ☒ ☒ ☒ ☐ ☒ Nay ☐ ☐ ☐ ☐ ☐ Abstain ☐ ☐ ☐ ☐ ☐ Absent ☐ ☐ ☐ ☒ ☐ ______________________________ Jason Wedel, City Manager 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 20-006 A RESOLUTION ENTERING INTO A GRANT AGREEMENT WITH THE METROPOLITAN COUNCIL TO DEVELOP A REIMBURSEMENT PROGRAM FOR RESIDENTIAL SMART IRRIGATION CONTROLLERS Motion By: Burkart Second By: Thompson WHEREAS, Pursuant to a motion, the City Council on September 16th, 2019 directed Public Works staff to apply for the Metropolitan Council Water Efficiency Grant program; and WHEREAS, On December 2, 2019, the Metropolitan Council approved an $8,000 grant to the City to be combined with a minimum 25% match ($2,670). NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The City Council hereby approves the Mayor and City Manager to enter into a grant agreement with the Metropolitan Council. 3. The Council directs City Staff to create a program to assist city residents to replace irrigation controllers with new “smart controllers” with financial assistance developed in a manner compliant with the terms of the grant agreement. Passed and adopted by the Prior Lake City Council this 6th day of January 2020.
