AGENDA ITEM: Oath of Office for Two New Police Officers
GOAL AREA High-Value City Services
OBJECTIVE: 4. Attract, retain and train a high caliber workforce to ensure high-
quality services.
BACKGROUND:
The City Council has a tradition of formally swearing in new police officers who are joining the
city department. Tonight, Mayor Briggs will swear in Amanda Ley and Joshua Ritter the newest
Prior Lake police officers.
Minnesota Statutes Section 358.10 entitled “Officials May Administer, when” states: “(a) All
persons holding office under any law of this state, or under the charter or ordinances of any
municipal corporation thereof, including judges and clerks of election, and all committee
members, commissioners, trustees, referees, appraisers, assessors, and all other authorized or
required by law to act or report upon any matter of fact, have the power to administer oaths they
deem necessary to the proper discharge of their respective duties.”
Police Chief Steve Frazer will introduce the new officers then the Mayor will administer the
Oath, ask for comments from the officers, and then recess the meeting temporarily (for 3-5
minutes) to allow time for pictures and congratulations.
Officer Amanda Ley will be joining the Prior Lake Police Department after recently graduating
from Mankato State University with a Bachelor of Science in Law Enforcement. This will be
Amada’s first job as a peace office.
Officer Joshua Ritter will be joining the Prior Lake Police Department after recently graduating
from the University of St. Thomas with a bachelor’s in criminal justice. Joshua is also a Second
Lieutenant in the United States Army National Guard. Joshua is also a graduate of Prior Lake
High School.
Council members are welcome to offer the officers with their best wishes as part of this agenda
item.

OATH OF OFFICE
I do solemnly swear
That I will support the Constitution of the United States,
The Constitution of the State of Minnesota,
And the Ordinances of the City of Prior Lake,
And that I will faithfully perform
And discharge the duties of Police Officer.
I will never betray my badge, my integrity, my character,
Or the public trust.
I will always have the courage to hold myself and others
Accountable for our actions,
So help me God.
