U ~ Prior Lake, MN 55372-1714 ~ MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: CITY COUNCIL AGENDA REPORT JUNE 5, 2006 5D CRAIG ELDRED, STREET AND UTILITIES SUPERVISOR CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR A STAND-BY GENERATOR AND SITE IMPROVEMENTS TO SUPPLY EMERGENCY POWER AT THE CITY'S MAINTENANCE CENTER Introduction The purpose of this agenda item is for City Council to approve a resolution authorizing advertisement for bids for one stand-by generator to supply backup power at the City's Maintenance Center and for the necessary site improvements for the installation of the generator. Historv Previously when Prior Lake's population was much smaller, and prior to 9/11 , stand-by power wasn't a priority and so additional funding for a stand-by generator was not contemplated at the time of the Maintenance Center construction. Current Circumstances In the past and even recently, staff has had problems providing emergency services for the community while the Maintenance Center is also experiencing electric power outages. Trying to maneuver or hookup to equipment using flashlights in the equipment storage area, and the lack of ability to provide customer service in the office areas during emergency periods are two areas of critical concern. The addition of a generator to this building is part of the City's emergency preparedness measures. ponclusion The Capital Improvement Equipment fund has identified $90,389 for: . a stand-by generator . electrical improvements . structural improvements needed to comply with all building codes required for the installation of the generator Kaeding and Associates were asked to write specifications, design, and provide direction for the electrical improvements necessary to install the generator. Oertel Architects were asked to write a specification to provide tip up walls to match the existing exterior of the Maintenance Center garage. ISSUES: Staff has met with the Director of Planning and Building Inspection and has provided a site plan which meets all building permit issues required for the construction of the walls and generator installation. Staff will complete the following work to lower the financial impact: . Coordination of sub-contractors . Site preparation . Concrete flat work . Site restoration The 2006 CIP allocated $90,389 for this project, to be taken from the Revolving Equipment Fund. 1. Approve a resolution which authorizes staff to advertise for bids for a stand-by generator and site improvements for the City Maintenance Center. 2. Prior Lake, MN 55372-1714 RESOLUTION 06-xx A RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR A STAND-BY GENERATOR AND SITE IMPROVEMENTS TO SUPPLY EMERGENCY POWER AT THE MAINTENANCE CENTER Motion By: Second By: WHEREAS, City staff has identified the need for stand-by power at the City Maintenance Facility; and WHEREAS, The adopted Capital Improvement Program for 2006-2010 has identified this item as a priority; and WHEREAS, This stand-by generator would provide a safe work environment during power outage periods for staff; and WHEREAS, Providing emergency services to residents of the Prior Lake community during power outage periods is of great importance; NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. City staff is hereby authorized to advertise for bids for the Stand-by Generator Project at the City's Maintenance Center.
